Top of the Agenda: Copenhagen Talks Begin

Representatives from roughly two hundred countries began talks (BBC) Monday in Copenhagen to establish a new international climate accord. Danish Prime Minister Lars Loekke Rasmussen opened the summit with hopeful remarks, while UN climate convention head Yvo de Boer said a record number of countries had pledged emissions cuts.

Meanwhile, scientists and policymakers continue to debate whether the correspondence and documents unearthed in "Climategate" (the recent publication of emails alleging political influence in climate scientists' work) undercut the science (NYT) underpinning human efforts to slow global warming. At least one influential country, Saudi Arabia, has questioned the scientific basis for the Copenhagen talks.

Analysis

The Christian Science Monitor reports that Climategate could influence the outcome of the Copenhagen summit.

In the New York Times, Paul Krugman says cutting greenhouse gasses is affordable and that the depressed economy is "no reason to wait."

In the Guardian, UK Prime Minister Gordon Brown says the climate change deal must be legally binding.

In the Wall Street Journal, Samuel Fankhauser outlines a blueprint for paying for climate reform, since poorer countries say there will be no environmental agreement unless countries help them adapt to the effects of global warming.

MIDDLE EAST: Iran Protests

Iranian police clashed with opposition protesters (Reuters) in Tehran Monday during a state rally marking the killing of three students under the former Shah's rule.

Iraq: Iraq's parliament approved a new version (al-Jazeera) of its stalled election law, allowing elections to take place early next year.

PACIFIC RIM: U.S.-North Korea Talks

Stephen Bosworth, U.S. special representative for North Korea policy, visits Pyongyang (Yonhap) Monday and is open to discussing a peace treaty with North Korea in exchange for a promise to reengage six-party nuclear talks, a senior South Korean official says.

Philippines: Local militiamen attacked Philippine security forces (GlobalTimes) Sunday in the southern province of Maguindanao, after Philippine President Gloria Arroyo declared martial law in the province and deployed thousands of troops and police to hunt down three thousand Ampatuans.

SOUTH AND CENTRAL ASIA: Afghanistan Troop Strategy

In an effort to blunt criticism of President Barack Obama's war-strategy speech last week, U.S. Defense Secretary Robert Gates and Secretary of State Hillary Clinton said Sunday that a withdrawal of troops from Afghanistan beginning in July 2011 would be slow (NYT).

Pakistan: Pakistan's Supreme Court began hearings (al-Jazeera) on an amnesty deal that has protected Pakistani President Asif Ali Zardari and other senior officials from graft charges.

AFRICA: Sudan Arrests

The Sudanese government arrested leaders (allAfrica) from the Sudan People's Liberation Movement in an anti-government protest outside the National Assembly in Khartoum Monday.

South Africa: South Africa announced at Copenhagen's climate summit that it will reduce emissions (BBC) by 34 percent by 2020 but that to do so it will need aid from developed countries.

AMERICAS: Bolivian Election

Bolivian President Evo Morales won reelection (LAHT) over conservative rivals Sunday with more than 60 percent of the vote, according to exit polls.

United States: President Obama urged Senate Democrats to strike a deal (NYT) on healthcare legislation despite contentious issues like abortion and a government-run plan.

EUROPE: Romanian Election

Romanian President Traian Basescu held a slim lead (AFP) over his Social Democrat rival during weekend elections in the second round of voting.

Greece: More than three hundred people were arrested in Athens as riots broke out (DerSpiegel) on the anniversary of the death of a fifteen-year-old boy who was shot and killed by police.

TRANSNATIONAL: Islam and Switzerland

Last week's surprise vote to ban new minarets suggests the global relationship between monotheistic faiths is still wrought with suspicion, despite decreasing support for extreme religious violence, the Economist reports.
