The Group of 20 needs to address tax reform on a worldwide scale if Africa is to benefit from its natural resources, writes Kofi Annan, former United Nations secretary-general. In our exploration of “origin stories,” we will examine a series of topics—ranging from eugenics to paternity testing—that at first seem quite disparate but on closer examination turn out to be very much interrelated. Individuals imagine themselves to belong to particular originary collectivities, but questions of origins are significant not just to individuals: societies and states also construct categories of belonging and exclusion based on origins. In this regard, we will examine how two central categories of belonging—family and race—help to create a third: citizenship, or belonging in the nation.

FROM STATE BUILDING TO NATION BUILDING: 19^TH CENTURY IN MEXICO

The purpose of this seminar is to analyze the formation and consolidation of the modern Mexican State during the 19th century. Through the critical lens of historiography, three interrelated topics will be studied: the political challenges inherited by the crisis of Hispanic monarchy; elite striving to build a viable State; and the contradictions that were produced by the process of State building. First of all, the seminar will discuss, on the one hand, the way in which the State was understood and, on the other hand, the projects concerning the organization of the State that were carried out during the 19th century. Moreover, it will assess the mecanisms that were used to legitimize a new political order in which the legislation was considered to be the main source of the law and in which the State was considered to be the only legitimate political authority. Finally, the seminar will also seek to elucidate the political actions and discourses that took part in the preservation of elite interests in the imposition of cultural values and social control.

En lugar de bombardear unilateralmente a Siria, y desencadenar una conflagración regional que podría derivar en un enfrentamiento nuclear con Rusia, Obama ha decidido buscar la aprobación del Congreso antes de correr el riesgo de hacer estallar el mundo.

El movimiento por sorpresa de Obama dejó estupefactos especialmente a los líderes israelíes y grupos de presión, que habían asegurado alegremente al mundo que Obama iba a bombardear Siria en cuestión de horas. La decisión de Obama lo posterga por lo menos hasta el 9 de septiembre, cuando el Congreso de EE.UU. regrese de su mes de vacaciones, los legisladores decidirán si van o no a correr el riesgo de destruir la civilización humana.

Obama ha estado bajo una enorme presión de Israel y su lobby estadounidense para que bombardee Siria. El guión de su discurso anunciando que "comenzamos los bombardeos en cinco minutos" - o algo por el estilo - ya había sido escrito. Nadie había considerado buscar la aprobación del Congreso. ¿Quiere Obama realmente que el Congreso autorice atacar Siria? ¿Quiere arriesgarse a convertirse en el presidente que hizo estallar el mundo? ¿O puede que en secreto tenga la esperanza de que el pueblo estadounidense obligue al Congreso a votar NO al plan de guerra?

Por Sergio Arauz (El faro).- La Policía Nacional Civil informó este miércoles 4 de septiembre que capturó a Víctor Enrique Caso Lay, un ex funcionario peruano al que la Policía Internacional –Interpol- le sigue la pista desde hace casi 10 años. Caso Lay es acusado en su país de actuar en complicidad con el presidente Alberto Fujimori (1990-2000) y con el jefe de inteligencia de este, Vladimiro Montesinos, ambos acusados de corrupción y de violaciones a los derechos humanos.
