Top of the Agenda: Calderón Condemns Arizona Immigrant Law

Mexican President Felipe Calderón criticized an aggressive new immigration law in Arizona requiring legal immigrants to carry documentation of their status. Calderón said the measure "opens the door to intolerance and hatred" (WashPost). Police will also be permitted to question anyone they "reasonably suspect" of being undocumented. The law becomes active in ninety days. Arizona Governor Jan Brewer (R) said the costs of illegal immigration and lack of federal enforcement required her to act at the state level. Mexican officials said the law could hurt trade, tourism, and bilateral ties. Calderón said the measure would top the agenda for his May visit with U.S. President Barack Obama, who has called the measure "misguided."

Critics say the legislation will compel police to enforce both criminal and immigration law (CSMonitor), which will often not be possible to do simultaneously.

Analysis:

The Economist says immigration brings "the best ideas from around the world to American shores" and serves as a source of soft power for the United States. But an unemployment rate of 10 percent makes immigration reform difficult.

CFR's Edward Alden writes that Arizona's new immigration law is unwise, unworkable, and probably unconstitutional; and the rest of the country is to blame.

MIDDLE EAST: Obama Renews Middle East Peace Push

President Obama stepped up his efforts (FT) to promote Middle East peace talks amid indications that Israel is closer to meeting U.S. demands to halt or restrict announcements about East Jerusalem settlement construction.

Iraq: Fifty-two candidates were disqualified (Guardian) from Iraq's March elections, putting the results further in doubt and threatening the slight edge of challenger Ayad Allawi.

The close vote count in Iraq's elections means that it will take months of coalition-building, and Sunni-Shiite political tensions, before it's clear who will head the new government, says CFR expert Meghan O'Sullivan.

PACIFIC RIM: EU Trade Commissioner on China Yuan

European Union Trade Commissioner Karel De Gucht said he expects China to gradually adjust its exchange rate (WSJ), but did not think pressuring China through trade actions would quicken the process.

South Korea: South Korea's growth accelerated more than expected (Bloomberg) last quarter, boosted by electronic sales and consumer spending.

Australia: The Australian government shelved plans (SydneyMorningHerald) to launch its flagship emissions-trading scheme until at least 2013 after the Senate repeatedly voted down the measure.

SOUTH AND CENTRAL ASIA: Kyrgyz Interim Government Charges Bakiyev

Kyrgyzstan's interim government charged former president Kurmanbek Bakiyev with murder (NYT) for his role in the deaths at least eighty-five anti-government protesters earlier this month.

Afghanistan: The United Nations said it temporarily withdrew foreign staff (WashPost) and shut its mission in Kandahar ahead of a planned NATO offensive to eradicate Taliban forces in the area.

A pending American military offensive in southern Afghanistan is buoying hopes for a return to government control, but New York Times reporter David Rohde says success could be short-lived.

AFRICA: Iran and Zimbabwe Discuss Uranium Deal

Iran is trying to secure (SWRadioAfrica) raw material from Zimbabwe's untapped uranium deposits for its controversial nuclear program in exchange for oil.

Egypt: Upstream nations near the Nile River Basin are threatening to shut regional heavyweight Egypt out of a new pact, as countries struggle for access to water resources (Reuters) in the arid region.

AMERICAS: Congress Stalls on Financial Regulation

Republican lawmakers blocked (WSJ) Senate Democrats' financial overhaul bill from reaching the Senate floor, as President Obama prepares to deliver a speech Wednesday urging action on the bill.

Despite the Senate's failure to move ahead with financial reform legislation, a package that aims to reduce some of the risky behavior that led to the global financial crisis is not far off, says CFR's Sebastian Mallaby.

EUROPE: Clashes Over Ukraine's Russia Deal

Deputies from newly elected Ukrainian President Viktor Yanukovich's coalition approved a twenty-five-year extension (Reuters) of Russia's Black Sea Fleet base in Crimea, prompting clashes inside Ukraine's parliament.

Greece: German Chancellor Angela Merkel sought to reassure German voters and the financial markets that her government would defend the stability of the euro at all costs (FT) and insist on tough conditions for Greece's bailout package, as Greek bond markets plunged on fears Greece will need to restructure its debts.

TRANSNATIONAL: New Basel Rules' Shortcomings

In the Financial Times, Hugo Bänziger discusses the shortcomings of new Basel rules for standardizing international financial markets.
