UN doubts new Syria constitution as atrocities continue

The United Nations called the referendum approving a new constitution in Syria as "unlikely to be credible" as government forces continued attacks against civilians that High Commissioner for Human Rights Navi Pillay said had resulted in "countless atrocities." The European Union announced new sanctions denying Syrian cargo planes access to EU airports and banning trade in precious metals and diamonds.
