Unmet UN aid appeals reach decade-high level

International humanitarian aid overall declined 9% in 2011, and funding for specific United Nations appeals to assist 62 million people fell short by 38%, according to a report by the monitoring group Global Humanitarian Assistance. The UN appeal system has been receiving a smaller percentage annually since 2007, while small-scale crises were receiving more. Last year's top donor was the U.S., and the top recipient was Somalia.
