Chewe Luo, senior adviser on HIV/AIDS at the United Nations Children's Fund, told attendees at the International AIDS Conference in Washington, D.C., that developing countries were "totally off target" in reaching the goal of ending new infections in babies by 2015. Annually more than 330,000 children are being born with HIV even though preventative treatment exists. "We have made it too difficult -- so difficult that women who are accessing health care at the lower-level health care facilities don't have access to these interventions," Luo said.
