[RED DEMOCRATICA] BOLETIN : About the immigration enforcement system

 

Thursday, June 28, 2012   Friends, Earlier this month, President Obama signed a proclamation announcing June 2012 as National Caribbean-American Heritage Month. Through his proclamation, the President called on Americans to celebrate the "rich narratives [of Caribbean Americans] and recognize their immeasurable contributions to our country." Throughout this month, community organizations and cities across the country have celebrated the diverse communities of Caribbean peoples who have made their home in America. On June 15th, Homeland Security Secretary Janet Napolitano, announced that certain young people who were brought to the United States as young children, who do not present a risk to national security or public safety, and meet several key criteria will be considered for relief from removal from the country or from entering into removal proceedings. This sensible policy builds on a series of steps the Department of Homeland Security (DHS) has taken to transform the immigration enforcement system so that it is more effective. Community, business and faith leaders from all over the United States have voiced their support of this policy. Hebert)  On June 18, community leaders and organizers from all across the United States gathered at the White House yesterday to participate in one of the many weekly Community Leader Briefings hosted by the Office of Public Engagement. The White House Immigration Community Leader Briefing brought together leaders and senior administration officials to discuss the need for legislative action on immigration reform, advancements made across the immigration spectrum, and coalition-building for comprehensive immigration reform. Earlier this week, the Supreme Court issued its ruling on Arizona v. United States. The President issued a statement that addressed the Court's ruling, as did the Department of Justice and the Department of Homeland Security. In addition to these important announcements, read below to learn more about the Secretary's June 15th announcement on young people brought to the U.S. as young children, the USCIS National Stakeholders Symposium, and ICE has also launched a new video podcast, which will help citizens understand the important work that the agency performs to keep America safe. Términos de la discusión ecológica actual 2012-06-29 La Río+20 ha provocado una amplia discusión sobre cuestiones ecológicas. Como no todos entienden los términos técnicos de la temática, publicamos aquí un artículo del ecologista más conocido del Estado de Río, Arthur Soffiati, de Campos de Goytacazes, RJ, fundador del Centro Norte Fluminense para la Conservación de la Naturaleza, publicado el 14 de mayo de 2012 en la Folha da Manhã de esa ciudad. Estas son las palabras principales: Ecodesarrollo sostenible, economía verde, huella ecológica, antropoceno. Hace cerca de 11 mil años, la temperatura de la Tierra comenzó a aumentar de modo natural, ocasionando el derretimiento progresivo de la última gran glaciación. Gran parte del agua, al pasar del estado sólido al líquido, elevó el nivel de los mares, separó tierras de los continentes, formó islas, incentivó la formación de bosques y de otros ambientes. Los científicos dieron a esta nueva fase el nombre de Holoceno. En estos últimos 11 mil años de los Homínidos solo quedó el Homo sapiens, que se volvió soberano en todo en planeta. Con un cerebro bien desarrollado, fue desafiado por las nuevas condiciones climáticas y domesticó plantas y animales, inventó la actividad agropecuaria, creó tecnología para pulir la piedra, inventó la rueda, el telar y la metalurgia. Después, creó ciudades, imperios, represas, drenajes e irrigación. Varias civilizaciones sobrepasaron los límites de los ecosistemas en los que se levantaron, generando crisis ambientales que contribuyeron a su fin. Entra, entonces, el concepto de huella ecológica. Se refiere al grado de impacto ecológico producido por un individuo, una actividad, una economía, una sociedad. La huella ecológica de la civilizaciones anteriores a la civilización occidental tuvo siempre un carácter regional, siendo reversible en ocasiones y en otras no. Occidente fue la civilización que calzó las botas más pesadas conocidas hasta el momento. El peso comenzó con el capitalismo, que transformó el mundo. A partir del siglo XV, la civilización occidental (léase europea) pasó a imprimir marcas profundas con la expansión marítima. Impuso su cultura a otras áreas del planeta. El mundo fue occidentalizado y pasó también a pisar fuerte en el ambiente. Vino, entonces, otra gran transformación con la revolución industrial, cuyo origen se localiza en la Inglaterra del siglo XVIII, y que se extendió por el mundo dividiéndolo en países industrializados y países exportadores de materias primas. A partir de ella, empieza a crearse otra realidad planetaria, con emisiones de gases causantes del calentamiento, devastación de bosques y selvas, empobrecimiento de la biodiversidad, uso indebido del suelo, fuerte urbanización, alteraciones profundas en los ciclos de nitrógeno y fósforo, contaminación del agua dulce, adelgazamiento de la capa de ozono y extracción excesiva de recursos naturales no renovables, que, a su vez, producen cantidades inauditas de basura. Los científicos están demostrando que dentro del Holoceno (holos = entero + koinos = nuevo), la acción humana colectiva en el capitalismo y en el socialismo ha provocado una crisis ambiental sin precedentes en la historia de la Tierra porque ha sido generada por una sola especie. Han denominado al periodo pos-revolución industrial del siglo XVIII, Antropoceno, o sea, una fase geológica construida por la acción colectiva del ser humano (antropos = hombre + koinos = nuevo). En función de esta gran crisis o de esta nueva época la Organización de las Naciones Unidas viene promoviendo grandes conferencias internacionales, como las Conferencias de Estocolmo (1972), Río-92 y ahora la de Río+20. El objetivo es resolver los problemas del Antropoceno, sea conciliando desarrollo económico y protección del ambiente, sea buscando otras formas de desarrollo. La Río-92 adoptó la fórmula de desarrollo sostenible, que ha ido adquiriendo distintos sentidos, inclusive antagónicos al original. La Conferencia Río+20 pretende colocar en pie de igualdad las dimensiones ambiental, social y económica. La palabra mágica, ahora, es economía verde, cuyo contenido no está claro. Se supone que, como mínimo, signifique la sustitución progresiva de fuentes de energía carbono-intensivas por fuentes renovables de energía, así como la sustitución de recursos no renovables por renovables. La Río+20 mostró que los países industrializados no quieren abdicar de su posición; los países emergentes quieren alcanzar a los industrializados, y los países pobres quieren ser emergentes. Mientras no exista entendimiento acerca de los límites del planeta, es inútil pensar en justicia social y desarrollo económico. Por consiguiente, el ambiente es más importante que lo social y lo económico, ya que sin él no se puede encontrar solución para los otros dos. Por otro lado, el concepto de ecodesarrollo parece ser el más correcto como táctica y estrategia. Leonardo Boff
