Francis Fukuyama, Samuel Huntington, and John Mearsheimer presented bold visions of what the driving forces of world politics would be in the late 20th and early 21st century. In the current issue, Richard K. Betts, director of Columbia University's Saltzman Institute of War and Peace Studies and adjunct senior fellow for national security studies at CFR, examines how their predictions have held up in a contemporary context.

A STRATEGY FOR PAKISTAN AND AFGHANISTAN


U.S. Strategy for Pakistan and Afghanistan

This new CFR-sponsored Independent Task Force Report, directed by CFR Senior Fellow Daniel S. Markey, supports a long-term partnership with Pakistan, calls for a new approach to Afghanistan, and says that a more limited U.S. mission in Afghanistan would be warranted if the present strategy does not show signs of progress.

U.S. CONGRESS AND FOREIGN POLICY


Congress and National Security

CFR's Kay King recommends in this Council Special Report that there must be a reset of congressional rules, practices, and procedures in order to address today's dysfunctional Congress and restore it as a full partner to the executive branch in advancing U.S. national security interests.

How Wars End: Why We Always Fight the Last Battle


Foreign Affairs Editor Gideon Rose argues in this new CFR book that the United States must have a better strategy for postwar planning. Currently, the creation of a stable and sustainable local political outcome of a war is an afterthought to be dealt with once the "real" military work is over.

REDUCING NUCLEAR WEAPONS IN THE U.S. AND RUSSIA


Toward Deeper Reductions in U.S. and Russian Nuclear Weapons


CFR's Micah Zenko writes in this Council Special Report that decreasing nuclear arsenals is strategically and politically advantageous because it would decrease the risk of nuclear weapons theft and nuclear attack and increase international political support for future U.S. initiatives to reduce or control nuclear warheads, all while maintaining a credible nuclear deterrent.
