UN Security Council refuses Libya's call for emergency meeting

An appeal by Libya to bring to an end UN-authorized airstrikes was rejected Monday by the UN Security Council. The Libyan foreign minister said in a letter that "several civilian sites" were attacked by France and the United States in violation of the UN Charter, and called for "an emergency meeting in order to halt this aggression." According to the terms of the resolution, Secretary-General Ban Ki-moon must brief the Security Council on the situation by Thursday. This command-and-control business is complicated, and we haven't done something like this kind of on-the-fly before. It's not surprising to me that it would take a few days to get it all sorted out."

"For all intents and purposes the UN is in direct opposition to the Gbagbo. However, the UN also runs a number of humanitarian projects in Cote d'Ivoire and now their lack of neutrality is beginning to negatively impact their ability to provide aid."

  • Libya no-fly shows R2P in action
Resolution 1973, the first combat actions sanctioned by the United Nations since the Gulf War in 1991, also marks the first military implementation of the doctrine of R2P or "responsibility to protect." Ramesh Thakur, a former R2P commissioner, writes that "Secretary-General Ban Ki-moon has been impressively firm and consistent on R2P." • Countries pledge to uphold Copenhagen accord
The economic powerhouses of Brazil, India and China appear to be trying to make good on pledges arising from UN climate talks in 2009, formally submitting to the UN climate body commitments to lower carbon-dioxide emissions per dollar of economic output. • Clean water and the future of girls
The global need to provide convenient access to clean drinking water for populations that don't have it is also an issue for women and girls, who too often bear the burden when water is hard to reach. Elizabeth Gore, the UN Foundation's executive director of global partnerships, says this is one of the central goals of World Water Day and the UN Foundation's Girl Up campaign, which seeks to empower young women. • Were Fukushima's reactors vulnerable?
Government regulators approved a 10-year operating extension on the oldest reactor of the Fukushima nuclear plant just a month before the earthquake and tsunami destabilized the plant despite concerns over maintenance and stress cracks. Regulators noted the cracks would leave the reactor vulnerable to seawater or rainwater. The subsequent crisis has prompted public discussion on the composition and accountability of regulatory committees. • Fukushima cooling systems could power up soon
Japan's ongoing nuclear disaster may have taken a key turn with the reconnection of power cables to the six reactors at the quake-damaged nuclear plant in Fukushima. Authorities were cautious, but the return of power may mean that cooling measures can be restored at the reactors. Los Angeles Times (3/22) LinkedInFacebookTwitterEmail this Story

The Chinese government is monitoring -- and intervening in -- electronic communications more than ever before, according to this article. • Who will lead the no-fly effort?
Western allies participating in the air assault against targets in Libya are struggling to identify what entity will ultimately command the operation, which is currently unfolding under U.S. leadership. Britain and Italy want NATO to assume command, a move France is resisting. NATO heavyweights Germany and Turkey also have expressed opposition to NATO command. • Turkish PM wants UN to take over Libyan effort
Turkey supports only a humanitarian intervention in Libya and not the military strikes currently under way, Prime Minister Tayyip Erdogan said today. "The umbrella for a solely humanitarian operation in Libya should be the United Nations," he said. Reuters (3/22) LinkedInFacebookTwitterEmail this Story
  • Observers praise Haiti vote efforts
Haiti was able to improve the performance of its electoral machinery for Sunday's presidential and legislative runoff votes, international observers say. Some irregularities did occur, but overall the vote proceeded far more smoothly than the chaotic first round in November.
