N. Korea does a nuclear about-face in food deal

The surprise announcement Wednesday that North Korea had agreed to suspend its nuclear program in return for monitoring by the United Nations, and 240,000 metric tons of U.S. food aid, was met with cautious optimism by observers uncertain about the face of the regime under little-known leader Kim Jong-Un. The food likely will largely be comprised of nutritional biscuits and baby formula. "The UN Office for the Coordination of Humanitarian Affairs is responsible for managing the international community's responses to crises, including natural and man-made disasters. Their job is basically impossible if they are denied visas to enter a country in crisis. Alas, that seems to be what happened today when Valerie Amos, the UN's top humanitarian official, was blocked from entering Syria."

  • Central African Republic fighting strands displaced
As armed forces try for the second month to root out rebels from parts of the Central African Republic, the fighting has caused at least 16,000 people to flee their homes -- destroying several villages and rendering some regions off-limits to aid groups. "Thousands of people have ... lost everything: their houses, their crops, all their belongings," said Katharina Ritz, head of the International Committee of the Red Cross delegation in Bangui. • Liberia rape victims cool on new justice initiative
At least 4 in 10 women in Liberia were subjected to sexual violence during the country's civil war from 1979 to 2003. Not many are willing to participate in a new program based on traditional justice, however, because they say previous testimony before the Truth and Reconciliation Commission brought up painful memories and did not lead to justice. • Indigenous pushback in Nicaragua land dispute
The indigenous Miskito community in Nicaragua's Mosquito Coast has taken hostage 12 nonindigenous people, including police, while demanding the return of land they say was seized by some 600 "colonist" families. Tensions long have been rising over property rights along the Caribbean coast as Nicaraguan cattle ranchers, loggers and farmers push eastward, and the government plans construction of an inter-oceanic canal, a hydroelectric dam and a deepwater port. • A year after Japan's tsunami, debris floats in Pacific
Up to 2 million tons of debris pulled into the seas after the Japanese tsunami a year ago are now dispersed halfway across the Pacific Ocean, according to scientists. Some of the debris -- including lumber, construction material, refrigerators, TVs and fishing boats -- will become ensnared in the Great Pacific Garbage Patch, while some will stop at remote atolls north of Hawaii and along the west coasts of Canada and the U.S. The Christian Science Monitor/The Associated Press (2/29), BBC (2/22) LinkedInFacebookTwitterEmail this Story

  • U.S. NGO workers can leave Egypt, trial pending
Seven U.S. pro-democracy workers facing trial in Egypt can now leave the country, but only if they post a collective bail of $332,000, a judge ruled Wednesday. Financial aid to Egypt from the international community is increasingly contingent upon clear progress on human rights and democracy, and the recent arrests of 43 employees of nongovernmental organizations, including the Americans, are seen as an attempt to clamp down on free expression.
