Talks begin on proposed UN arms-trade treaty

Negotiations began today at the United Nations over efforts to introduce some degree of oversight of global trade in conventional weapons, particularly small arms and ammunition, valued in 2010 at $411 billion. The talks -- slated to last four weeks and culminate in a legally binding UN Arms Trade Treaty -- could ban weapons shipments to conflict areas, as well as areas where they would undermine economic development and human rights.
