Optimistic at UN about passage of arms treaty

United Nations envoys are cautiously optimistic that they will finalize an arms treaty today. Russia, China, Germany, France and the U.K. are thought likely to support the treaty. Separately, Rohan Talbot writes that the arms treaty would do much to save lives and prevent civil wars like the one in Syria. "[The Arms Trade Treaty draft being finalized] is a step forward. For the first time, arms exporters will have to certify that weapons will not be used in the commission of war crimes. This most basic provision can create new norms, expectations and responsibilities among the world's largest exporters and help strengthen safeguards against the illicit use of weapons among importers."

"I think one of the most important steps that could realistically be taken now would be to appoint a special representative on climate and security to the General Assembly," said Taylor Dimsdale, a researcher at the nonprofit E3G.
