A Discussion with Armando Novoa García
Colombian Magistrate Armando Novoa will discuss the end of the 52-year-old war with the FARC (The Revolutionary Armed Forces of Colombia), a guerilla movement involved in the Colombian armed conflict since 1964. His talk will focus on his experience as a mediator during the peace negotiations, the details of the treaty, the impact of the agreement on the Colombian people and human rights, the opposition referendum vote, the recent Nobel peace prize, and next steps.

Bio
Magistrate Armando Novoa (Colombia) was elected in October 2014 by minority parties to be one of nine magistrates of the National Electoral Council (CNE) for the period of 2014-2018. Currently he is actively involved in the Colombian peace process, and was in Cuba as a guest mediator in the time of realization of the agreements between the FARC and the Colombian government. Previously he participated in the process of crafting Colombia’s new constitution as a member of the National Constituent Assembly in 1991, where in addition to advising, was appointed as Co-Chairman of the Special Legislative Commission. He was subsequently appointed as plenipotentiary ambassador to the United Nations General Assembly (UNGA). He also served as judge of the Superior Council of the Judiciary and for several years served as Executive Director of the Center for Constitutional Studies, an entity that was created by the constituents in 1991.
