The secret list of suspected war criminals in Syria has been updated by a commission of the United Nations Human Rights Council, whose lead investigator, Paulo Pinheiro, said that an "extraordinary body of evidence" points to an escalation in indiscriminate attacks on civilians, many of them children, by the country's security forces.
