Negotiations on Tuesday failed to set a date for the start of Syrian peace talks, with one factor being problems uniting the Syrian opposition, said United Nations-Arab League envoy Lakhdar Brahimi. The Organisation for the Prohibition of Chemical Weapons-United Nations team is working with the Syrian government to draw up a plan by Nov. 15 to destroy existing chemical weapons, says Sigrid Kaag, the joint mission's special coordinator.
