Estimados representantes de la sociedad civil:
 
Nos es grato compartir el documento CP/doc.4787/12 rev.4 coor.1  add. 2 Invitación a la Comisión Interamericana de Derechos Humanos y la Secretaría General de la OEA, las Organizaciones de la Sociedad Civil, la Corte Interamericana de Derechos Humanos y el Comité Jurídico Interamericano para que remitan sus propuestas para la aplicación de las recomendaciones del Grupo de Trabajo antes del 31 de octubre de 2012.
 
A través del mismo, la Secretaría del Consejo Permanente de la OEA extiende la invitación del Consejo para que las organizaciones de la sociedad civil remitan sus propuestas para la aplicación de las recomendaciones incluidas en el "Informe del Grupo de Trabajo Especial de Reflexión sobre el Funcionamiento de la Comisión Interamericana de Derechos Humanos (CIDH) para el Fortalecimiento del Sistema Interamericano de Derechos Humanos". En el documento CP/doc.4787, encontrarán los anexos con dos columnas la primera con las recomendaciones del Grupo de Trabajo y la segunda, con los correspondientes espacios para la incorporación de aquellas propuestas que considere del caso remitir, para la aplicación de todas o algunas de las recomendaciones.
 
Las propuestas deberán ser enviadas al correo electrónico cpresidente@oas.org antes del 31 de octubre de 2012 y con el fin de facilitar su compilación se requiere sean enviadas en español e inglés y formato Word.  Como verán en el documento la Secretaría del Consejo Permanente solicita muy comedidamente hacer un esfuerzo para limitar la extensión de sus propuestas al máximo sugerido de 150 palabras por cada una de las recomendaciones respecto de las cuales elija pronunciarse.
 
Favor tener presente que, según se establece en el Plan de Trabajo, ustedes tendrán más oportunidades de presentar opiniones y hacer contribuciones adicionales a este proceso mediante su participación en reuniones en las que sus comentarios sobre las propuestas de aplicación de las recomendaciones serán bienvenidos.
 
Asimismo, nos permitimos recordarles, que en dicho Plan de Trabajo, los Estados Miembros acordaron llevar a cabo una serie de sesiones formales e informales para deliberar al respecto. En dicho proceso se prevé la participación de la Comisión Interamericana de Derechos Humanos (CIDH), la Secretaría General, la sociedad civil, la Corte Interamericana de Derechos Humanos y el Comité Jurídico Interamericano y cuando la naturaleza del asunto lo permita también se propiciarán espacios tales como mesas redondas y talleres con la participación de expertos.
 
 El plan de trabajo y calendario establecido son los siguientes:
  • Primera etapa - del 1 de septiembre al 31 de octubre de 2012-: Los Estados Miembros y la sociedad civil podrán presentar propuestas para la aplicación de las recomendaciones por escrito.
 
  • Segunda etapa -del 1 de noviembre al 31 de diciembre de 2012-: El Consejo Permanente examinará y discutirá las propuestas para la aplicación de las recomendaciones del Informe del Grupo de Trabajo Especial, en el orden previsto en el mismo.
 
  • Tercera etapa -del 1 de enero al 28 de febrero de 2013-: Elaboración del informe de propuestas y sus implicaciones presupuestarias para consideración de la Asamblea General.
 
  • Cuarta etapa – marzo 2013-: Celebración del Período Extraordinario de Sesiones de la Asamblea General.
 
El Consejo Permanente celebrará tres (3) sesiones -dos durante la segunda etapa y una en la tercera etapa- con la participación de la sociedad civil y otros actores o usuarios del sistema para recibir sus comentarios sobre las propuestas de aplicación de las recomendaciones, cuyas fechas les dejaremos saber al momento de estar confirmadas.

Dear civil society representatives,
 
We would like to share the document CP/doc.4787/12 rev.4 corr.1 add.2 Request for the Inter-American Commission on Human Rights, the OAS General Secretariat, Civil Society Organizations, the Inter-American Court of Human Rights, and the Inter-American Juridical Committee to Forward their Proposals for Implementing the Recommendations of the Working Group, by October 31, 2012.
 
In the abovementioned document, the Secretariat of the Permanent Council transmits the request of the Permanent Council to invite civil society organizations to submit their proposals for application of the recommendations included in the "Report of the Special Working Group to Reflect on the Workings of the Inter-American Commission on Human Rights with a View to Strengthening the Inter-American Human Rights System for Consideration by the Permanent Council". In the document CP/doc.4787/12, you will find Appendices, with two columns, one with the recommendations of the Working Group and the second, with the corresponding spaces for entering the proposals that you wish to submit for the application of all or some of said recommendations.
 
The proposals should be submitted by email to cpresidente@oas.org, by October 31, 2012, and in order to facilitate its compilation, please send your proposals in Spanish and English, and in Microsoft Word format. The Secretariat of the Permanent Council kindly requests to make an effort to limit your proposals to the maximum suggested length of 150 words for each of the recommendations on which you choose to opine.
 
As stated in the Work Plan, you will have further opportunities to present opinions and make additional contributions to this process through your participation in meetings where your comments on the proposals for applying the recommendations will be very welcome.
 
In addition, please keep in mind that in the abovementioned Work Plan, Member States agreed to hold formal and informal meetings in order to deliberate about it. The process will be conducted with the participation of the Inter-American Commission on Human Rights, the General Secretariat, civil society, the Inter-American Court on Human Rights and the Inter-American Juridical Committee, and when warranted by the nature of the matter at hand, arrangements will also be made for roundtable discussions and workshops with the participation of experts.
 
The established work plan and schedule are the following:
 
  • Stage One -from September 1 to October 31, 2012-: Member States and civil society may submit their proposals for application of the recommendations in writing.
 
  • Stage Two: -from November 1 to December 31, 2012-: The Permanent Council will examine and discuss the proposals for applying the recommendations contained in the Report of the Special Working Group, in the order contemplated in said Report.
 
  • Stage Three: -from January 1 to February 28, 2013-: Preparation of the report containing proposals, as well as their budgetary implications for consideration by the General Assembly.
 
  • Stage Four: March 2013: To hold the special session of the General Assembly.
 
The Permanent Council will held three meetings, two in the second stage and one in the third, with the participation of  civil society and other actors or users of the inter-American human rights system in order to receive their comments on the proposals for applying the recommendations, which dates we will share as soon as they are confirmed.
