Western powers and other key nations are refusing to sign off on a treaty put forward by the United Nations International Telecommunication Union at a two-week conference that ended today. Governments would gain greater controls over international phone calls and data traffic under the proposal, but the U.S. -- joined by 12 other nations -- balked over language they said would have allowed governments to interfere with Internet governance.
