Dear Colleagues,
At the request of the Secretariat for the High-level Panel of Eminent Persons on the Post-2015 Development Agenda (#Post2015HLP), the United Nations Non-Governmental Liaison Service (NGLS) is facilitating a civil society consultation through 11 January 2013 to inform the Panel’s meeting in Monrovia, Liberia taking place at the end of January. This consultation will be conducted through the #Post2015HLP civil society consultation web page at www.worldwewant2015.org/Post2015HLP. Contributors who do not have Internet bandwidth sufficient for posting submissions online may submit responses via email. Instructions for participation are provided below.
The #Post2015HLP recently released a set of 24 framing questions that the Panel is considering over the course of its work. With guidance from NGLS, the Panel’s Secretariat has selected and re-organized approximately 2/3 of these framing questions for the current civil society consultation, avoiding repetition of consultation topics already covered in the October / November 2012 civil society consultation.
The selection of questions is organized under two main themes:
1) The shape and content of a post-2015 development framework;
2) Partnership and accountability for development.
The civil society consultation questions are listed below, are available as a PDF here, and will be posted at www.worldwewant2015.org/Post2015HLP on 13 December. The #Post2015HLP requests concrete proposals from civil society for these focused topics. This consultation is the official channel for civil society organizations and individuals to submit their views to the #Post2015HLP with regard to the framing questions. NGLS will deliver a synthesis report to the Panel in advance of their meeting in Monrovia.
Instructions for Participation
The #Post2015HLP consultation web page will present the questions shortly, and will open for submissions on 29 December 2012. The deadline for submissions is 23:59 GMT on Friday, 11 January. Submissions must be limited to 2,500 characters (approximately 400 words) per question.
Contributors who do not have Internet bandwidth sufficient for posting submissions online may submit responses via email but all other civil society and individual contributors must submit via the consultation web page. Please do not submit contributions through both the consultation web site and email. Email submissions should be sent to HLP2015consultation@un-ngls.org. They will be added by NGLS to the collection of submissions on the #Post2015HLP civil society consultation web site as time permits.
Detailed instructions for submitting contributions online are provided as a PDF here, and will be posted on the consultation web site shortly.

Civil Society Consultation Questions
A. The shape and content of a post-2015 development framework
1) From the Millennium Development Goals, what lessons can be learned about designing goals to have maximum impact?
2) How should a new framework address the dimensions of economic growth, equity, social equality and environmental sustainability? Is an overall focus on poverty eradication sufficiently broad to capture the range of sustainable development issues?
3) What elements should be included in the architecture of the next framework? What is the role of the Sustainable Development Goals in a broader post-2015 framework? How can the SDG process be aligned with the post-2015 process?
4) Mindful that poor and vulnerable people may not have the capacity to participate directly in an online consultation, the following question that the Panel is considering is also posed for individuals and civil society organizations who engage with these constituencies directly and regularly: “What issues do poor and vulnerable people themselves prioritize?”
5) How should a new framework address resilience to crises?
6) How should a new framework reflect the particular challenges of the poor living in conflict and post-conflict settings?
7) How can we universalize goals and targets while being consistent with national priorities and targets?
8) What time horizon should we set for the next phase in the global development agenda (e.g. 10, 15, 25 years, or a combination)?
B. Partnership and accountability for development
1) How can a new framework tackle the challenges of coherence and coordination among the organizations, processes, and new mechanisms that address issues that are global in scope?
2) How can we build and sustain global consensus for a new framework, involving Member States, the private sector and civil society?
3) How specific should the Panel be with recommendations on means of implementation, including development assistance, finance, technology, capacity building, trade and other actions?
4) How can accountability mechanisms be strengthened? What kind of monitoring process should be established? What elements would make it effective? How to account for qualitative progress?
5) How can transparency and more inclusive global governance be used to facilitate achievement of the development agenda?

**This option is only for civil society organizations or individuals contributors who do not have Internet bandwidth sufficient for posting submissions online.**
1. Please indicate your name, organization (if applicable) and your country at the top of your submission document. Please only indicate an organization if you are officially submitting on behalf of the organization.
2. Please indicate clearly which question(s) you are addressing with your responses to the questions for this consultation.
3. Contributions must be no more than 2,500 characters (approximately 400 words) per question. Contributions that exceed this length will not be considered.
4. The same, or an extremely similar, answer cannot be used across multiple questions. If this happens, the submission will not be considered in any place that it appears.
5. Responses to the questions must be submitted by 23:59 GMT on 11 January 2013.
6. Submissions in English are strongly encouraged, but submissions in French and Spanish will also be considered.
