Security Council to vote on anti-terrorism resolution
The United Nations Security Council is expected to vote Tuesday on a Russian-backed draft resolution to condemn the payments of ransom to terrorist groups, to issue sanctions to those who buy oil from Islamic State and other militant groups and to prevent trade in Syrian antiquities. The resolution is drafted under Chapter VII of the UN Charter, which would make it legally binding for UN member states.
