Top of the Agenda: Pandemic 'Imminent'
The World Health Organization raised its alert level for the swine flu outbreak to the second highest level, indicating that the institution believes a pandemic--defined by "community level outbreaks" in multiple countries--is imminent. The New York Times reports Mexico, the early epicenter of the swine flu outbreak, has now implemented aggressive containment measures to keep people from congregating in public places. http://m1e.net/
President Obama, at a press conference last night, called for keeping the U.S.-Mexican border open, saying there is little sense in closing it now that the flu has struck in many U.S. states. http://m1e.net/

SOUTH & CENTRAL ASIA: India Elections
Voting has opened in a critical third phase of India's lengthy general elections. The BBC says this phase will feature the country's two main parties, BJP and Congress, going head to head in many areas. http://m1e.net/

AFRICA: Central African Republic Killings
The BBC reports government troops in the Central African Republic killed as many as thirty civilians in February in their efforts to contain militants operating along the country's border with Chad. http://m1e.net/
The South African paper the Times reports fighting has prompted some 20,000 refugees to flee from the Central African Republic into Chad. http://m1e.net/
U.S.-AFRICA: AllAfrica looks at U.S. President Barack Obama's top diplomat to the African continent, Ambassador Johnnie Carson, and examines what Carson's priorities might be given recent testimony. http://m1e.net/
AMERICAS: Chrysler Talks Falter
The Wall Street Journal reports negotiations between the U.S. Treasury Department and the automaker Chrysler have broken down and that bankruptcy filings today seems all but certain. http://m1e.net/
President Obama said he is hopeful for Chrysler's survival but would not countenance the government stepping in as a shareholder of the ailing company (FT). http://m1e.net/
COLOMBIA-VENEZUELA: El Universal reports Colombia's president has reached out to Venezuelan President Hugo Chavez for help capturing FARC rebels operating along the border between the countries. http://m1e.net/

EUROPE: Russia-Georgia
Russia today signed security pacts with the leaders of two Georgian breakaway territories, South Ossetia and Abkhazia, promising to defend the borders of the territories should they come under threat from Georgia (Reuters). http://m1e.net/
Russia's President Dmitry Medvedev also said that upcoming NATO military exercises in Georgia represent "open provocation" (Ria Novosti). http://m1e.net/
MOLDOVA: A fact-finding mission from the European parliament reported "acts of horrible violence" were committed by police in Moldova against political protestors in early April (RFE/RL). http://m1e.net/
