Top of the Agenda: Honduras Coup
Honduran President Manuel Zelaya was ousted by the army on Sunday after a months-
long power struggle over his plans to seek a referendum to lift presidential term limits.
Zelaya was flown out of the country to Costa Rica and Roberto Micheletti, the head of
the country's Congress, was appointed acting president. The New York Times called it
the first military coup in Central America since the end of the Cold War.

Venezuelan President Hugo Chavez, a supporter of Zelaya, put his troops on alert over
the coup and said he would respond militarily if his envoy to Honduras was kidnapped
or killed. The Organization of American States held an emergency meeting and issued a
statement calling for Zelaya's return and said it would not recognize any other
government. UN Secretary General Ban Ki-moon called for "the reinstatement of the
democratically elected representatives of the country." U.S. President Barack Obama
also urged Honduras "to respect democratic norms, the rule of law and the tenets of the
Inter-American Democratic Charter."
MIDEAST: As Recount Starts, Iran Release Five from UK Embassy
Iranian officials released five of the nine British staff members detained on allegations of
inciting post-presidential election protests, charges Britain's Foreign Secretary David
Miliband has called baseless (BBC). At the same time, Iran's Guardian Council has
begun a partial recount (NYT) of the disputed election vote, and Iranian officials say they
will extend by five days an investigation into opposition claims of fraud. Yet the top
opposition challenger, Mir Hussein Mousavi, says he will accept nothing short of a new
election. The diplomatic and electoral jockeying comes amid a new wave of anti-
government protests (LAT).
IRAQ: With only a day to go before American forces are to withdraw completely from
Iraqi cities, the Wall Street Journal reports that unease is growing among U.S. officials
and Iraqis that violence will once again fill the security void. Even still, the top American
commander in Iraq says Iraqis are ready (NYT).
PACIFIC RIM: S. Korea- N. Korea
The Chosun Ilbo reports the launch of a new taskforce to coordinate the implementation
of further sanctions on North Korea. The taskforce, led by former U.S. ambassador
Bolivia Philip Goldberg, is seeking international coordination to enforce U.N. Security
Resolution 1874 http://m1e.net/
that would include searches of outbound ships and aircraft and international financial
sanctions.

In a new podcast, CFR's Kara McDonald says the UN Security Council must be
prepared to levy stiffer sanctions against Pyongyang.
Japan: Production in Japan rose for the third consecutive month amid widespread fears
of economic deflation. This report comes just days after Tokyo released figures showing
the steepest year-on-year decline in consumer prices since the country began keeping

SOUTH & CENTRAL ASIA: Top Afghan Police Official Killed
Kandahar's provincial police chief and four officers have been killed in what Afghan
President Hamid Karzai says were clashes (AP) with U.S.-trained guards in southern
Afghanistan. Chief Matiullah Qatay is believed to have been killed when guards
stormed a prosecutor's office in an attempt to free detained colleagues (BBC).
Pakistan: The Los Angeles Times reports that life is slowly returning to normal (BBC) in
the battle-hardened Swat Valley, where Taliban militants had expanded their grip on
power before a Pakistani military offensive that appears to have driven them back.
AFRICA: Zimbabwe Governing Rifts
The opposition party that joined a unity government with President Robert Mugabe is
now threatening to end the arrangement, following new charges of harassment and
unilateral appointments by Mugabe (AP).

Niger Delta: The latest in a series of new attacks on Shell oil facilities in the Niger Delta
was reported today. Shell confirmed the new raid by rebels had caused a loss of
production but there were conflicting reports about casualties or clashes between rebels
and government forces (AFP).

AMERICAS: Madoff Sentencing
Bernard L. Madoff, architect of the world's largest Ponzi scheme, is scheduled to be
sentenced (FT) in a Manhattan courtroom today. Reviled as a "monster" and a "devil" by
his victims, prosecutors are demanding a 150-year prison sentence for the disgraced
investor. But while many victims are lobbying for harsh sentencing, the New York Times
reports on the wide disagreement over how victims should be compensated for their
losses.
ARGENTINA: President Christina Kirchner lost absolute majorities in both house of
Congress, losses the Wall Street Journal described as a "stunning setback" for the
country's leader. The defeat, which includes a loss by Mrs. Kirchner's husband for a seat
in Buenos Aires Province, could signal the waning appeal of populist governments that
have arisen in Argentina as well as Venezuela, Ecuador, Nicaragua, and Honduras.
EUROPE: EU Economic Confidence
The European Commission said today that an indicator of economic confidence on the
continent rose more than forecast in June, a signal that stimulus measures are helping to
bring an end to the recession (Bloomberg).

EU-Russia Security: In a foreign ministers' meeting of the Organization for Security
and Cooperation in Europe, Western officials expressed skepticism toward a Russian
plan for a new pan-European security pact. The officials stressed a new pact could not
supplant NATO or other existing bodies such as the UN (Reuters).
