The United Nations climate change agreement likely will go into effect in November after the EU environment ministers' vote today to approve the pact. It is expected that the EU will ratify the agreement in about a month.

UN's O'Brien presses for humanitarian aid to Syria
United Nations humanitarian aid chief Stephen O'Brien made an impassioned plea to the Security Council for action to enable aid to be delivered to Syria, especially Aleppo. East Aleppo "is well into its terrible descent into the pitiless and merciless abyss of a humanitarian catastrophe unlike any we have witnessed in Syria," he said.

Rising temperatures in sub-Saharan Africa have increased the risk of conflict by 11% since 1980, a study shows. "Although climate is clearly not the only factor that affects social and economic outcomes, new quantitative measurements reveal that it is a major factor, often with first order consequences," the study contends.
