UN report depicts Earth's environment pushed to the limit

A 525-page report released Wednesday by the United Nations ahead of the Rio+20 summit is "an indictment" of "an age of irresponsibility" that has seen little or no progress in meeting the most urgent global environmental goals, said Achim Steiner, head of the world body's environment programme. A new paper by prominent scientists warns that the planet is nearing a "state shift," or tipping point, after which a "bubble" of population and economy will be unsustainable. "Today, thanks to a document leaked to the Internet Governance Project, we have actual physical proof that there is no surreptitious plot afoot to give the ITU regulatory authority over the Internet. The document is the most recent working draft of the treaty that will be negotiated at the World Conference on International Telecommunications in Dubai in December."

  • Ban sees hope for agreement at Rio+20
United Nations Secretary-General Ban Ki-moon expressed optimism that negotiators will find common ground for sustainable development at the Rio+20 conference. Separately, the World Wildlife Fund expressed pessimism. "We are facing two likely scenarios -- an agreement so weak it is meaningless, or complete collapse," said Jim Leape, director general. • New reports of Syria massacre ahead of UN briefing
Reports of a massacre in a small Syrian village outside Hama came as envoy Kofi Annan is expected today to brief the United Nations Security Council on proposed multilateral talks on political transition in the country. The Syrian army is denying UN monitors access to the village of Qubeir, where pro-government forces allegedly shot and stabbed to death at least 78 civilians, primarily women and children. • U.S. concern about UN oversight of Internet
U.S. government officials, including the head of the Federal Communications Commission, warned of an incremental chipping away at rules governing the Internet that could lead to greater United Nations oversight of functioning, domain names, standards, education and policy. China, Russia and some Arab states are leading efforts to give the world body's International Telecommunications Union greater management powers. • Taking pre-emptive steps to stave off malaria
The distribution of bed nets has helped prevent malaria, but researchers say that is not enough. Seasonal malaria chemoprevention -- the pre-emptive treatment of children in regions highly susceptible to the disease -- is being advocated to help control the disease in Africa despite financial and logistic impediments.
