Kyrgyzstan looks for help as refugees return

Kyrgyz authorities have petitioned the Organization for Security and Cooperation in Europe to deploy an international police force after pleas for assistance were denied by Russia and the Collective Security Treaty Organization. Tens of thousands of ethnic Uzbeks that fled Kyrgyzstan during deadly ethnic riots this month have returned home, but the country's unstable interim government is concerned that it is not equipped to guarantee security in the restive south.
