Top of the Agenda: McChrystal Apologizes, Goes to Washington

Top commander in Afghanistan General Stanley McChrystal apologized (WSJ) for poor judgment regarding critical comments he made about the Obama administration in a magazine interview. In a Rolling Stone article coming out later this week, McChrystal is described by an aide as "disappointed" in his first Oval Office meeting with an unprepared President Barack Obama. The profile, titled "The Runaway General," included several weeks of interviews with McChrystal's inner circle, which pointedly did not include U.S. Vice President Joseph Biden. In the article, McChrystal said he felt betrayed by U.S. Ambassador to Afghanistan Karl Eikenberry, who had leaked internal documents criticizing McChrystal's counterinsurgency strategy. McChrystal will go to Washington to meet with Obama and Biden on Wednesday.

About Obama's special envoy to the region Richard Holbrooke, an aide to General McChrystal is quoted as saying: "The boss says he's like a wounded animal. Holbrooke keeps hearing rumors that he's going to be fired (NYT), so that makes him dangerous."

Analysis:

On WSJ.com, Peter Spiegel says the article has already made the Pentagon nervous, because a blistering 2008 Esquire profile on Admiral William "Fox" Fallon," then commander of all U.S. forces in the Middle East and Central Asia, played a part in Fallon's resignation two years ago.

While senior military officials are urging support for Afghanistan operations, Afghans are fearful about the Kandahar offensive and uncertain about U.S. plans to start withdrawing troops in July 2011, says CFR's Stephen Biddle.

MIDDLE EAST: Another Aid Ship Headed to Gaza

Another ship with activists and aid on board (BostonGlobe) could attempt to reach Gaza after Lebanese authorities granted permission yesterday for it to sail first to Cyprus.

Iraq: Bombers killed (AFP) two bodyguards of a top Iraqi civil servant and an anti-Qaeda militia commander in separate attacks.

PACIFIC RIM: Yuan Rises to New High on Dollar

The yuan rose to a new high (WSJ) against the U.S. dollar Monday, in a first step toward increased currency flexibility that the Chinese central bank promised over the weekend.

Japan: Ahead of the U.S.-Japan security alliance's fiftieth anniversary, Japanese Prime Minister Naoto Kan said he sees the countries' relations as crucial (AP), given the economic and military rise of China.

SOUTH AND CENTRAL ASIA: Refugees Return to Kyrgyzstan

Thousands of refugees who had fled to Uzbekistan to avoid ethnic fighting trekked back to their ravaged homes (Reuters) in Kyrgyzstan ahead of a vote on how the country will be governed.

Bangladesh: About seven hundred garment factories in Bangladesh were closed (AP) after days of violent protests by tens of thousands of workers demanding better wages.

AFRICA: Zuma Says World Cup to Bring Jobs, Growth

South African President Jacob Zuma said the soccer World Cup, hosted for the first time in Africa, will boost job creation and economic growth (Reuters) in his country.

The World Cup brings enormous prestige to South Africa's still-emerging democracy. But for all its post-apartheid progress, the country still must fix deep-rooted economic and political problems, writes CFR's Princeton Lyman.

Sudan: More than two dozen gunmen attacked peacekeepers (AP) in the Darfur region of Sudan, killing three in an hour-long firefight.

AMERICAS: Obama Urges Against Strict Austerity

In a letter to G20 leaders, President Obama warned against cutting national debts too quickly (MercoPress) as it would put economic recovery at risk.

The upcoming G8 and G20 conferences mark a shift to a "multipolar age," particularly if the G20 is able to agree on a continuing path to a stable global recovery, says CFR's Stewart Patrick.

Colombia: Colombian former defense minister Juan Manuel Santos won the presidential runoff (NYT) with 69 percent of the vote.

EUROPE: Britain Unveils "Emergency Budget"

British Chancellor George Osborne unveiled his "emergency budget," (BBC) which is expected to cut benefits and increase VAT and capital gains taxes.

Turkey: A roadside bomb blast in Istanbul (DeutscheWelle), targeting a military bus with soldiers and their families, killed at least four people and injured a dozen others.
