United Nations human rights chief Zeid Ra'ad al-Hussein says that the Syrian government's continuing airstrikes on Aleppo and the resulting civilian casualties are war crimes and are turning the city into a "slaughterhouse." The Security Council must refer the matter to the International Criminal Court, he contends.
