Top of the Agenda: U.S. and Russia Reach Nuclear Deal

The United States and Russia reached (WashPost) a new nuclear arms-control agreement after year-long negotiations, replacing the 1991 START treaty that expired in December. Each side will reduce long-range nuclear missiles from a ceiling of 2,200 to between 1,500 and 1,675. Russia and the United States will also reduce the number of jets and land- or submarine-based missiles that carry nuclear weapons. A Kremlin official confirmed the deal, whereas the White House said it would time its announcement after U.S. President Barack Obama spoke with Russian President Dmitry Medvedev in the next few days. U.S. officials confirmed both sides have agreed to all major elements of the pact.

The agreement came (CSMonitor) just before a White House summit on nuclear security in April and a Nuclear Nonproliferation Treaty (NPT) review conference scheduled for May.

Analysis:

On ForeignPolicy.com, Jamie Fly & Gary Schmitt say there is little reason to believe the "reset" of U.S.-Russian relations--based on increased personal ties between Medvedev and Obama--will give a strategic advantage to Obama.

A deal on a follow-on to the START treaty is part of a wider Obama administration focus on nuclear issues, says CFR's Paul Lettow.

China Unicom, China's second-largest mobile operator, announced it will remove (FT) Google's search function from newly developed handsets, the first concrete fallout of the dispute with China over Internet censorship.

Australia: Australia said the arrest of Rio Tinto executive Stern Hu had not and would not disturb (AFP) trade ties with China.

SOUTH AND CENTRAL ASIA: Pakistan Satisfied with U.S. Aid Pledge

During a day-long strategic conference in Washington, Pakistan said it was satisfied with U.S. pledges to increase (WashPost) military and economic aid and to "move from a relationship to a partnership."

In this First Take, CFR's Daniel Markey writes that the strategic dialogue between Pakistan and the United States was notable for the Pakistani delegation's move to shift discussions from U.S. counterterrorism aims to far-reaching Pakistani goals. He notes that the Obama administration was wise to listen while making no rash promises.

Afghanistan: UN envoy to Afghanistan Staffan de Mistura met delegates from Hezb-i-Islami, one of three insurgent factions fighting against foreign troops in Afghanistan. Mistura is the first Western diplomat to meet (Reuters) them since they arrived in Kabul for peace talks with the government.

AFRICA: Rights Warnings on Sudan, Ethiopia Elections

Human Rights Watch warned (DailyNation) in a new report that Sudan and Ethiopia are unlikely to hold free and fair elections planned for April and May, respectively, due to their governments' political repression.

This Center for Preventive Action Contingency Planning Memorandum presents the likely triggers of renewed civil war in Sudan and discusses the U.S. policy options for preventing it from happening and mitigating its consequences.

Somalia: The EU's naval force freed (BBC) six Somali pirate suspects a day after they were captured trying to hijack a Panamanian vessel.

AMERICAS: Obama Condemns Cuba Repression

President Obama said he was "deeply disturbed" by recent events in Cuba, including (WSJ) the death of a hunger striker protesting his political imprisonment and repression of peaceful protests.

Colombia: A car bomb exploded (CSMonitor) in the Colombian port city of Buenaventura Wednesday, killing at least six people and wounding more than forty. The military said it suspected FARC guerrillas were responsible for the attack, which occurred on a major drug trafficking route.

EUROPE: Merkel Stands Firm on Greece

German Chancellor Angela Merkel said EU leaders would "specify" what "combination of IMF and bilateral aid could be given in the eurozone" should Greece ask for help, but that "no concrete help" would be discussed (FT) by heads of state and government.

TRANSNATIONAL: Global Crop Yields and Hunger

A new report for the upcoming Global Conference on Agricultural Research for Development says crop yields must rise to feed (BBC) the world's population, set to reach nine billion by mid-century. However, climate change threatens to diminish the crop yields.
