The Confederation of Indigenous Nationalities of Ecuador, CONAIE, in collaboration with the CONAIE Communications Department, is promoting an indigenous audiovisual project�The X International Festival of Indigenous Film and Video. This project, led and organized by indigenous peoples, will communicate the visions and interests of indigenous communities and nationalities.
Through this process CONAIE, in partnership with the Latin American Coordinator of Film and Communication of Indigenous Peoples, CLACPI, seek to reaffirm the continuing struggle of the indigenous nationalities and peoples of Abya Yala, and the world. In addition, the coordinators seek to utilize the various forms of communication to maintain indigenous autonomy and lifestyles. This project will also allow indigenous peoples greater access to traditional and modern communications technology tools.
In this manner, we intend to express the different ways of looking at film, video and graphics production from the perspectives of indigenous nationalities and peoples, who are making advancements in exercising their full rights under the Multinational State of Ecuador.
The X International Festival of Indigenous Film and Video is the result of a long journey that began in 1985 by communicators, filmmakers, indigenous and non-indigenous production collectives of Abya Yala. These media makers sought to affirm full social recognition, political and cultural development of indigenous peoples by emphasizing the value of image and communication to celebrate a pluralistic world in which indigenous peoples can build a better future. Encouraging the production of films and videos that give voice to indigenous peoples and portray them with dignity, also strengthen the bonds that unite indigenous and non- indigenous people fighting for a just world and for full recognition of indigenous peoples' right to self determination.

OBJECTIVES
The objectives of the X Festival are to:
- Promote multinational communication and spread the traditions, values, worldviews, ways of life, and challenges of indigenous peoples in order to advance intercultural dialogue and understanding.
Educate, entertain, inspire, and support the indigenous communities, and to celebrate the human spirit in all of its forms.�- Interchange ideas and experiences about utilizing the different forms of indigenous communication to analyze the advancements in fulfilling indigenous rights.

International Forum on Climate Change and Communication from the perspectives of Indigenous Peoples.
FESTIVAL DEVELOPMENT
The Festival will be organized in the provinces of Cotopaxi, Pastaza, Guayaquil, Sucumb�os, Zamora Chinchipe, and Pichincha - Quito. The four mobile teams, which will consist of indigenous peoples and international guests, will show the selected works in indigenous communities.
X FESTIVAL GENERAL TIMELINE�
The X Festival timeline is as follows:
We will receive submissions from February 22 through July 10, 2010.
Selection of Materials by the Festival and Committee Organizers: July 11 through August 25, 2010.
Community Festivals: September 22 through October 4, 2010.
The X Festival will be held in Quito from October 6 to 11.
Awards Ceremony and Closing of the X Festival will be held on October 11.�
DATE OF PRODUCTION
Submissions must have been completed after January 1, 2008 and must not have been featured in the IX International Festival of Indigenous Film and Video, held in Bolivia in 2008.
THEMES
The productions presented at the X Festival will convey one or more subjects related to the history, culture, realities, struggles and aspirations of indigenous peoples, such as:

We will not consider productions that directly promote political parties, governmental or nongovernmental institutions, or works that advertise commercial products.
JUDGING PANEL
The International Judging Panel of the X Festival will consist of producers, filmmakers, and key representatives of indigenous organizations.
CRITERIA FOR AWARDS
Films and videos are selected for awards based on the following criteria:
- Reflect the right of indigenous, native and peasant communities to freedom and self-determination.
- Promote respect and dignity for indigenous peoples.
- Alert and denounce the violation of rights, persecution and genocide that indigenous peoples suffer.
- Promote gender equality and the rights of indigenous women.
- Contribute to the strengthening of indigenous identity and culture.
- Protect indigenous cultural expressions from disappearance and / or assimilation.
- Contribute to organizational processes and the struggle of indigenous peoples.
- Discuss the concept of development from indigenous perspectives.
- Promote intercultural dialogue.
- Defend the right to communication and the creative use of narrative and aesthetic resources.

Prizes will be awarded in the form of indigenous art works and / or equipment. We will not rule out awards with monetary value. The Judging Panel will consider necessary incentives to encourage the creation of productions.
PARTICIPATION
Indigenous and non-indigenous filmmakers may participate, on an individual basis or collectively. The festival is open to professionals, amateurs and those who are interested in the audiovisual work. The same author may submit up to 2 works.
DURATION: The duration of each production is free.
FORMATS: Mini DV, DVCAM; DVD, HDV. We also accept celluloid film format (16mm o 35mm).
SYSTEMS: �Preferably works must be submitted in NTSC, but other systems will be accepted. For DVD submissions, we will accept multimode format.
GENRES:
We will accept the following genera:
Fiction, Docu-fiction, documentaries, cartoons, Video Art: Music Videos (clips), Experimental Video, Television Program.

Also, films and videos sent to the festival must be accompanied with the appropriate registration form duly signed.
DONATION OF THE PRESENTED COPIES
Materials submitted to the festival will be considered as a non-profit donation to the audiovisual archive of Indigenous Nationalities of Ecuador and thus also the CLACPI.
We prefer works in Kichwa and Castilian but we will accept works in other languages, especially in indigenous languages, provided they are subtitled or dubbed into Castilian or Kichwa.
SHIPMENTS
Submissions, accompanied by registration forms, photographs and other promotional materials / translations, etc., must be mailed in a sealed envelope with the title "no commercial value for a cultural event" to the following address:
