United Nations Secretary-General Ban Ki-moon is asking the Security Council to build on "diplomatic momentum" and pass a resolution to put Syria's chemical weapons under international authority. Those responsible for the Aug. 21 chemical-weapons incident, Ban added, must face justice "either through referral to the International Criminal Court or by other means consistent with international law."
