Last-minute push raises hopes for UN global arms treaty

A draft of a new United Nations treaty to regulate the $60 billion global trade in conventional weapons gave cause for hope late Thursday that a deal would be struck by today's deadline after a month of negotiations. UN Secretary-General Ban Ki-moon told envoys that they must bridge their differences on behalf of the 750,000 people killed annually as a result of the illicit arms trade, which not only fuels conflict and corruption, but undermines development.
