Alerta del Secretariado Permanente de la Red Latinoamericana y del Caribe para la Democracia: persecución contra FUNDAMEDIOS en Ecuador.

El Secretariado Permanente de la Red Latinoamericana y del Caribe para la Democracia, plataforma de impulso a la democracia, los derechos humanos y las libertades fundamentales integrada por más de 450 organizaciones, Miembro Oficial del Foro de Sociedad Civil de la Organización de Estados Americanos (OEA) y Capítulo Regional del Movimiento Mundial por la Democracia (WMD) alerta sobre la persecución contra FUNDAMEDIOS por parte del gobierno del Ecuador.
El gobierno del presidente Rafael Correa, ha persistido en la persecución sistemática de la sociedad civil organizada, periodistas y de medios de comunicación. FUNDAMEDIOS, una organización ecuatoriana pionera en temas de observación de medios, promoción de la libertad de prensa y expresión, fortalecimiento de la sociedad civil, libertades informativas, periodismo y capacitación, se encuentra realizando un proyecto de monitoreo de los gastos publicitarios del gobierno para elevar la imagen del presidente.
Estas actuaciones, consideradas regulares y habituales por las organizaciones que se dedican al monitoreo del gasto gubernamental y la transparencia en la gestión pública, han generado reacciones negativas, acoso e incluso amenazas de muerte contra los directivos y personal de FUNDAMEDIOS. Igualmente, ha generado molestias en el gobierno que diversas organizaciones de la sociedad civil y en particular FUNDAMEDIOS se ha mantenido constante en la denuncia del cierre de medios de comunicación, que suma más de 20 radios y canales de televisión clausurados arbitrariamente en lo que va del año.
Se contabiliza el cierre de pequeñas estaciones radiales que tenían más de 60 años al aire y canales de televisión que incluían programas donde se evidenciaban irregularidades en el respeto de los derechos humanos, actos de corrupción y el manejo de las finanzas públicas. Las libertades de prensa, asociación, reunión y expresión están siendo notoriamente amenazadas en Ecuador.
Preocupa la persecución sistemática contra las libertades de expresión, información y asociación en clara violación a la Convención Americana de Derechos Humanos, el Pacto Internacional de Derechos Civiles y Políticos y violando ampliamente la misma Constitución Política de Ecuador. Ya nuestra Redlad se ha manifestado en diversas oportunidades por lo que se considera un atropello contínuo por parte del Presidente Correa y su gobierno contra las libertades fundamentales.
Ante ello, el Secretariado Permanente de la Red Latinoamericana y del Caribe para la Democracia:
- Se solidariza con FUNDAMEDIOS, organizaciones de la sociedad civil, periodistas y medios de comunicación que están siendo amedrentados y perseguidos en el Ecuador.
- Urge a la sociedad civil organizada, a la Comisión Interamericana de Derechos Humanos y gobiernos democráticos del continente para que reprueben la conducta antidemocrática y de evidente violación al Pacto Internacional de Derechos Civiles y Políticos que el gobierno del presidente Correa está llevando a cabo.
- Insta a la ciudadanía ecuatoriana a exigir el fiel respeto de las libertades fundamentales. La condena del Diario el Universo por parte de un poder judicial intervenido por el poder ejecutivo, las amenazas contra FUNDAMEDIOS y el cierre de más de 20 medios de comunicación que denunciaban irregularidades sólo demuestra y evidencia una continúa campaña de persecución contra toda oposición existente en Ecuador.
- Hace un llamado al Sr. Jose Miguel Insulza para que asuma su rol como Secretario General de la Organización de Estados Americanos y realmente garantice que no se siga incrementando la impunidad del autoritarismo dentro de la región.
- Hace un llamado al señor Maina Kiai, Relator Especial sobre los derechos a la libertad de reunión pacífica y de asociación de la Organización de las Naciones Unidas (ONU) solicitando su ayuda ante la triste realidad que Ecuador está viviendo y que incorpore en sus reportes las violaciones sistemáticas contra la libertad de asociación.

The Permanent Secretariat of Latin American and Caribbean Network for Democracy, a platform for advancing democracy, human rights and fundamental freedoms comprising over 450 organizations, Official Member of the Civil Society Forum of the Organization of American States (OAS ) and Regional Chapter of the World Movement for Democracy (WMD) warns about the persecution of FUNDAMEDIOS by government of Ecuador.
The government of President Rafael Correa, has persisted in the systematic persecution of civil society organizations, journalists and media. FUNDAMEDIOS is an Ecuadorian organization pioneered media monitoring issues, promoting freedom of press and expression, strengthening civil society, freedom of information, journalism and training, and it is conducting a monitoring project of advertising expenditure of the government to raise the president's image.
These actions, taken as usual by organizations engaged in monitoring government spending and transparency in governance have generated negative reactions, harassment and even death threats against FUNDAMEDIOS managers and staff. It has also generated discomfort in government that FUNDAMEDIOS and other civil society organizations have remained constant in denouncing of closure of media. More than 20 Radio and TV channels have been arbitrarily closed in this year in Ecuador.
Are recorded the closure of small radio stations with more than 60 years on air and media with programs including complaints of irregularities in the respect of human rights, corruption and the management of public finances. Freedom of press, association, assembly and expression are being notoriously threatened in Ecuador.
Is disturbing the systematic persecution of freedom of expression, information and association in violation of the American Convention on Human Rights, the International Covenant on Civil and Political Rights and the Political Constitution of Ecuador. Redlad has expressed in several times about the abuse against fundamental freedoms by President Correa and his government.
In response, the Permanent Secretariat of Latin American and Caribbean Network for Democracy:
- Shows its solidarity with FUNDAMEDIOS, civil society organizations, journalists and media that being intimidated and persecuted in Ecuador.
- Urges civil society organizations, the Inter-American Commission on Human Rights and democratic governments of the continent that expresses about the undemocratic behavior and obvious violation of the International Covenant on Civil and Political Rights that the government of President Correa is taking place.
- Urges Ecuadorian citizens that request the faithful observance of fundamental freedoms. The condemnation of the Diario El Universo by a judiciary under the orders of the executive, threats against FUNDAMEDIOS and the closing more than 20 media that denounced irregularities is an evidence that only shows a continuous campaign of persecution against all opposition within Ecuador.
- Calls on Mr. José Miguel Insulza, assume his role as Secretary General of the Organization of American States and really ensure that no impunity for the rise of authoritarianism in the region.
- It calls Mr. Maina Kiai, Special Rapporteur on the rights to freedom of peaceful assembly and association of the United Nations Organization (UN) requesting their assistance to the sad reality that Ecuador is experiencing and to include in their reports the systematic violations of freedom of association.
