The World Health Organization today declared the Ebola outbreak to be a global public health emergency. "A coordinated international response is deemed essential to stop and reverse the international spread of Ebola," said Margaret Chan, director-general of WHO. Effective approaches to girls' education need to be developed and measured to determine which programs have long-term effectiveness at the community level, Stephanie Psaki writes.
