New Contingency Planning Memorandum

Crisis Between Ukraine and Russia, by Steven Pifer, is the third in a series of Contingency Planning Memorandum by CFR's Center for Preventive Action. This memo examines the conditions that could produce crisis between Ukraine and Russia, the various crisis scenarios that could unfold, the implications of a crisis between Ukraine and Russia for the United States, and the steps the U.S. government might take to reduce the prospects of a crisis.

 
 
New CFR Working Paper on International Financial Flows

Many analysts, including Chairman Ben Bernanke of the Federal Reserve, have argued that global imbalances are an important causal factor of the global financial crisis. But in Gross or Net International Financial Flows: Understanding the Financial Crisis, Karen Johnson argues that it is not the net external imbalances (or net financial flows) of the surplus countries that move across borders and must be intermediated by the global financial sector; it is the gross financial flows of all countries that require this.
