Top of the Agenda: UN Set to Vote on Iran Sanctions

The UN Security Council is set to impose (NYT) new sanctions against Iran over its nuclear program Wednesday. This set of sanctions will target the Revolutionary Guard Corps and Iran's military and nuclear industries. The main sanctions focus on its nuclear industry, heavy weapons sales, and a push for ship inspections.In negotiations, China insisted the sanctions not harm Iran's day-to-day economy. The number of entities listed is twice that of any previous resolution. Iran warned it would not agree to nuclear talks if the sanctions were imposed. Critics say this fourth round of sanctions since 2006 will do no more to deter Iran or force it back into negotiations. Only one bank is included on the list, after China argued that singling out more banks would unfairly harm Iran's economy.

Security Council members Brazil and Turkey said the sanctions will kill attempts (BBC) to revive negotiations with Iran in a last-minute special session at the UN Tuesday. While Turkey, Brazil, and Lebanon are not expected to back the resolution, none of them has a veto.

Analysis:

In the Times of London, Amir Taheri says Iran has succeeded in dragging non-Arab states, notably Turkey, a former ally of Israel, into conflict with Israel to create a pan-Islamic front.

In the Washington Post, Thomas Erdbrink and Colum Lynch say Iran's ability to navigate a perilous diplomatic course reflects Tehran's savvy and U.S. troubles.

MIDDLE EAST: Iraq's Parliament to Convene Next Week

Iraq's new parliament will convene (AP) for the first time next week, even as the political struggle over who will lead the next government continues.

Afghanistan: Three more NATO soldiers were killed (BBC) in Afghanistan Tuesday, a day after international forces lost ten soldiers in a string of attacks.

PACIFIC RIM: N. Korea Guards Kills Three Chinese

China's government said three Chinese residents were shot and killed by North Korean border guards last week, in an incident that could complicate (WSJ) ties between Pyongyang and its powerful ally Beijing.

China: Japan's Honda continues to face opposition (NYT) from Chinese workers, with at least two auto-parts suppliers staging strikes and several assembly plants shut down.

SOUTH AND CENTRAL ASIA: NATO Convoy Downed in Pakistan

At least six people were killed and seven others injured (al-Jazeera) after a NATO convoy was attacked just outside, Islamabad.

AFRICA: Somalia's Defense Minister Resigns

Somalia's defense minister Sheikh Yusuf Mohamed Siad Inda'adde abruptly resigned (AFP), alleging the government had failed to restore order.

Uganda: Uganda is facing pressure (allAfrica) over inviting Sudanese President Omar al-Bashir, who has been indicted by the International Criminal Court, to the African Union summit.

AMERICAS: U.S. Summons BP's Hayward, Pledges Reform

Speaker of the House Nancy Pelosi said Congress will write and pass legislation (Guardian) by August that addresses the consequences of the Gulf oil spill, as BP CEO Tony Hayward was summoned to Washington.

Ecuador: U.S. Secretary of State Hillary Clinton said the Obama administration wants to improve relationships (NYT) in Latin America. She spoke in Ecuador, whose government clashed with the Bush administration.

EUROPE: EU Pressed to Quicken Financial Regulation

France and Germany urged (FT) the European Union to speed up efforts to tighten financial regulation and called for EU-wide powers to ban naked short-selling.

The glum economic picture in Europe and the United States has led to a debate on whether or not fiscal spending can stave off recession.

Netherlands: Dutch voters headed to the polls (BBC) Wednesday, with surveys showing growing support for right-wing parties and those seeking to limit immigration amid economic worries.
