Russia softens over Syria as UN decries violence

UN High Commissioner for Human Rights Navi Pillay on Monday told the 193-nation General Assembly that Syria has launched "an indiscriminate attack on civilian areas" in the city of Homs, adding pressure on Russia, which for the first time since the onset of violence in March indicated it was ready to consider international intervention. Some Arab leaders hinted that they might arm opponents to President Bashar al-Assad unless he stops the crackdown on anti-government protests. • UN reports on soil depletion, aging reactors
A report released Monday by the UN Environmental Programme spotlights the effects of unsustainable land-use, and the problems associated with safely decommissioning aging nuclear reactors, as among the most critical environmental issues facing the world today. Agricultural methods that contribute to soil erosion contribute significantly to global warming, according to the Year Book 2012. • Reforming Afghanistan's orphanages
Afghanistan's new national director for orphanages, Sayyid Abdullah Hashemi, has been conducting inspections of the country's provincial children's homes in an effort to root out corruption by local officials, who often siphon off not only the $1.50 that is allocated daily per child, but food and clothing. Hashemi is finding that, outside the capital, Kabul, the authority of the central government is weak. Al-Jazeera (2/13) LinkedInFacebookTwitterEmail this Story

  • Child-marriage alliance sets sights on South Asia
Nobel laureate Archbishop Desmond Tutu, who is spearheading the Girls Not Brides alliance, last week helped launch in New Delhi a regional initiative backed by dozens of South Asian charities to persuade governments and community leaders across Asia to help reduce high rates of child marriage. "Women represent 50% of humanity and countries are holding themselves back in terms of their economic development by discriminating against girls and women," he said. • Can China's growth be greener?
Experts realize they cannot constrain the growth of cities in China, an urbanization boom that is not only unprecedented for the world, but especially harmful to the environment. Experts and foreign conservation groups are trying to get China's construction industry to use principles of green design and smart growth to steer future development. • Guide helps cities cope with surge in urban flooding
A new World Bank manual offers practical guidance to governments on how to better manage flood risk in light of trends in rapid urbanization, surging populations and climate change. Structural measures such as drainage channels and wetlands, as well as nonstructural measures such as flood warning systems and insurance schemes, are increasingly necessary because aid agencies are ill-equipped to deal with urban disasters. • Radio: Forgotten medium continues to empower
At a time when mobile technology is being heralded for its unprecedented potential to improve global development, it is easy to forget about the impact of a more primitive, and less expensive, technology -- the radio. Radio remains the main source of information and popular feedback in remote areas of the planet, where only 35% of all people use the Internet. • Kimberley Process is "under siege," say observers
Observers say the Kimberley Process, a system of cross-border certification ostensibly intended to ensure that diamonds are not tainted by civil conflict, is "under siege" after the process, itself, approved the export of diamonds mined from Zimbabwe's notorious Marange fields, widely associated with violence and killings. Millions of dollars reportedly are being siphoned from the state-owned mines by the regime of President Robert Mugabe, bypassing the nation's treasury.
