Ban commends Rwanda for its "brave recovery"
United Nations Secretary-General Ban Ki-moon visited Rwanda this week, lauding the country for its recovery from the 1994 genocide that killed over 1 million people. "You are writing a different future. ... In less than two decades, you have reconciled and rebuilt. You stand as an example of humanity's capacity for human compassion and forgiveness," Ban said. UN Dispatch
"On Thursday morning, M23, [the rebel movement in the Democratic Republic of Congo], announced a ceasefire ahead of Secretary General Ban's visit to Goma. This shows the potential positive influence such high level diplomatic involvement can have ... [and] could be a good time for Ban to use that influence to get the government and rebels talking again." UN Dispatch (5/23)

UN's Amos: Sudan rebels are impeding aid shipments
Rebels in Sudan are preventing aid from reaching more than 1 million refugees, says Valerie Amos of the United Nations aid office. The rebels are arguing that aid shipments must come across international borders, not from areas controlled by the Sudan government, but "[t]hat was never the intention of the agreement that was signed," Amos says. Amnesty: Refugees find quest for safety to be elusive
Refugees and asylum-seekers are seeking safety and security but instead are being met with abuses, says a report from Amnesty International. "The rights of those fleeing conflict are unprotected. Too many governments are abusing human rights in the name of immigration control -- going well beyond legitimate border control measures," says Amnesty Secretary-General Salil Shetty. AlertNet (5/23)

UN is urged to monitor overall use of water to stem shortage
The Global Water System Project is urging the UN to include monitoring of the availability, quality and use of water in its sustainability goals. Currently, the UN focuses on drinking water and sanitation, but has not worked to secure access to reliable data on water use and how to avoid a "tipping point" where water use would cause ecological collapse. Obama seeks to reshape what the U.S. war on terror means
