Nigeria seeks blacklisting of Boko Haram
Nigeria has reportedly made a formal request that the United Nations Security Council al-Qaida sanctions committee blacklist Boko Haram. If there are no objections or moves to delay the vote, sanctions against Boko Haram -- including a ban on travel, an embargo on weapons and a freezing of assets -- would be in place by Thursday afternoon. Boko Haram is suspected to be behind three recent civilian attacks that have left more than 145 people dead. Reuters (5/20), Voice of America (5/20), Voice of America (5/21)

South Sudan donors meeting raises $600M toward relief
The South Sudan donors conference raised $600 million in pledges for humanitarian aid out of the $1.8 billion the United Nations says it needs to stave off famine in the country. "We can prevent the famine if there is enough food available for next year, but if there is not, if people are not able to plant, if the herders are not able to move, then we will face a severe crisis," UN humanitarian coordinator Valerie Amos says. Mobile money service improves access for some, not all in Somaliland
Zaad, a mobile money service in Somaliland, is giving people access to cashless transactions in a country where there's no formal banking network. But some say Zaad, which handles only U.S. dollars, is inflating the local currency and that many women lack the identification cards necessary to access the payment system. Eastern Ukraine civilians angry over continued violence
Civilians in the eastern Ukraine city of Slovyansk are angry that the violence and destruction of their homes continues. This conflict fatigue may help the Ukraine government bolster its position in Sunday's elections, write David Herszenhorn and Andrew Roth. Meanwhile, Russia signed a $400 billion natural gas deal with China, adding a valuable market that could offset losses if European countries halt trade over the unrest in Ukraine.
