Russia, China veto resolution to refer Syrian crisis to ICC
Vetoes by Russia and China defeated a United Nations Security Council resolution to refer the Syrian crisis to the International Criminal Court for possible war crimes. This is the fourth time the two countries have blocked resolutions on Syria. Only the Security Council can authorize the referral of Syria to the tribunal because the country didn't sign on to the treaty creating the ICC. Food aid is reaching displaced in Aleppo, Syria
The Syrian government has allowed the Red Cross access to deliver food to 60,000 displaced people in the city of Aleppo, where troops retook a prison in Aleppo that had been under long-term siege by opposition forces.
