Welcome to the April edition of the Climate Action newsletter.

In this edition, we shall focus on the issues and events surrounding carbon markets worldwide due to the global recession.

Carbon markets are a result of the buying and selling of emissions allowances and reduction credits in order to enable countries under the Kyoto Protocol and companies under CCX to meet their GHG emission targets. In early 2008, this type of commodities trading resulted in a boom from larger nations purchasing offsets to counterbalance the rise in national carbon dioxide pollution above set targets. However with many nations creating their own markets and the impact of the global recession stemming from the near-collapse of the banking industry, investors and purchasers are seeking more cost-effective and competitive methods of achieving emissions targets resulting in value fluctuations and calls for a global agreement on trading.

PicGreen spending may shrink as government C02 market grows
Increased visibility in a government-level emissions trading scheme under Kyoto Protocol coupled with the recent downturn in global economics may result in a loss of carbon offset buyers of clean energy projects, according to Societe Generale.Certified Emissions Reductions (CERs) - purchasable offsets for nations with greenhouse gas emissions that have risen above target levels – can be acquired as a result of clean energy projects in developing countries under the Kyoto climate change pact.

PicCarbon markets could rupture from forest credits, claims Greenpeace
At the premier meeting of UN climate talks in Bonn on Monday, Greenpeace advisors warned world leaders of a potential collapse in the world's carbon markets if an inclusion of forest protection credits amongst international emissions trading occurred.
The inclusion of forest offset credits would diminish the cost of carbon units by up to 75% by 2020 from €16.05 per tonne of carbon to €3.9 if current reduction targets are adhered to, with devaluation by 60% a possibility even with the number of credits limited, according to a new report launched by the concerned NGO.
