The 21-nation Arab League recognized the rebel movement as the legitimate government of Libya. A spokeswoman for the UN refugee agency says that some 450,000 people in Cote d'Ivoire have fled their homes in Abidjan and elsewhere as a result of violence arising from the refusal of Laurent Gbagbo, the incumbent president, to cede power to Alassane Ouattara, widely seen as the victor in presidential elections in November. "We're seeing a lot of desolate scenes like dead bodies still littering the streets," UNHCR spokeswoman Fatoumata Lejeune-Kaba told the BBC.
