Top of the Agenda: Nuclear Summit Begins in Washington

U.S. President Barack Obama hosts a two-day nuclear summit (WSJ) in Washington beginning Monday, where he will stress the security threat posed by terrorist organizations obtaining nuclear weapons. Obama met with the heads of Kazakhstan, India, and Pakistan ahead of the summit, despite international disagreements with those countries over human rights and their nuclear arsenals. He will also meet with South African President Jacob Zuma, who has disagreed with U.S. officials on AIDS policy. The summit is the largest gathering of world leaders devoted strictly to the issue of nuclear terrorism and security.

Obama meanwhile stressed that the United States' nuclear arsenal remains strong (WashPost), indicating the country would spend $5 billion this year to modernize its existing nuclear weapons.

His agenda did not focus on the growing arms race (NYT) between India and Pakistan to produce new nuclear weapons.

Analysis:

A New York Times editorial says the summit "needs to produce concrete deadlines, working groups, and future meetings to measure progress."

A Korea Times editorial says North Korea should not be recognized as a nuclear power, which "would be tantamount to playing into the north's hands and accepting its nuclear card."

CFR's Charles Kupchan says signing the new START treaty with Russia has given the Obama administration momentum and political credibility to strengthen the nuclear nonproliferation regime.

MIDDLE EAST: Israeli Order May Spark Deportation

Israel will impose a military order classifying people without certain Israeli paperwork (BBC) as "infiltrators," a move critics say would cause Palestinians to be deported from the occupied West Bank.

Iran: Iran says it will lodge a formal complaint with the United Nations against the United States over what it considers a threat of nuclear attack (al-Jazeera).

Iran's Revolutionary Guard will likely be the target of UN Security Council sanctions that could be ready within weeks, says expert Kenneth Katzman, while Congress focuses on preventing U.S. companies from selling gasoline and refining equipment to Iran.

PACIFIC RIM: Thai Prime Minister Weighs Options

Thai Prime Minister Abhisit Vejjajiva is considering calling elections in October (WSJ) against demands by red-shirt protesters to hold elections by September.

China: China posted its first trade deficit (TIME) in nearly six years amid mounting tension with the United States over its currency value.

SOUTH AND CENTRAL ASIA: NATO Troops Kill Afghan Civilians

NATO troops opened fire on civilians (AP) in southern Afghanistan's Kandahar province, killing at least four people and injuring eighteen others.

Pakistan: Pakistani security forces killed up to forty Taliban fighters (WashPost) in a counteroffensive in northwestern Orakzai after an attack on a security checkpoint in Shirin Darra.

AFRICA: Sudan Begins Elections Amid Controversy

Sudan began its presidential, legislative, and gubernatorial elections Sunday amid calls to extend voting (Reuters) in the face of confusion and delays.

Nigeria: Former Nigerian military leader General Ibrahim Babangida said he intends to run (BBC) in Nigeria's 2011 presidential election.

AMERICAS: U.S. Consulate Bombed in Mexico

An attacker threw an explosive device (AP) over the wall around the U.S. consulate Saturday in Nuevo Laredo, a Mexican border city, breaking windows but causing no injuries.

A new shift in U.S.-Mexico security cooperation that focuses on border surveillance and the underpinnings of drug violence is a good long-term approach, but will require patience on both sides, says CFR Latin America expert Shannon O'Neil.

EUROPE: Ousted Kyrgyz President Speaks Out

Ousted President Kurmanbek Bakiyev addressed supporters in Kyrgyzstan (DeutscheWelle) after fleeing violent protests last week. He warned of "further bloodshed" should his opponents attempt to assassinate him.

In this CFR podcast, CFR's Evan Feigenbaum says the fundamental challenge facing Kyrgyzstan's interim government "is to restore and sustain order but then set the country back on a path to democracy."

Greece: Eurozone countries offered Greece $40 billion in loans (FT) over the next year, supplemented by a further $20.2 billion from the IMF, to help stave off the country's debt crisis and stabilize financial markets.
