U.K. envoy Mark Lyall Grant is arranging a Friday meeting between Security Council members and Syrian opposition representatives. The talks will focus on "ending the violence and preparing for the Geneva II conference, as well as addressing the issues of humanitarian access, human rights, refugees and protection of civilians," Lyall Grant said. There is great urgency to de-escalate this conflict, which has now seen population flows akin to post-Genocide Rwanda." UN Dispatch (7/23)

UN experts arrive as chemical-weapons site is captured by Syrian rebels
The United Nations chemical-weapons team of expert Ake Sellstrom and UN disarmament chief Angela Kane arrived in Syria today to investigate an alleged chemical weapons incident at Khan al-Assal in Aleppo. Syrian rebels took control of that area Tuesday, which could prevent the UN team from visiting the site. "If the government does not control Khan al-Assal, then there is little chance they will let UN experts in," a UN envoy said. Voice of America (7/24), The Daily Star (Lebanon) (7/24)
