The World Conference of The Peoples

� As is well known, in December, 2009 the World Conference of the States on the climate took place in Copenhagen. No consensus was reached in that Conference because it was dominated by the logic of capital and not by the logic of ecology. This means that the delegates and heads of State present were more concerned with their own economic interests than with the real or global interests of their peoples. The question for them was: how much will it affect my earnings if I accept ecologic precepts that seek to purify the planet, thus guaranteeing the conditions for the continuity of life.� It was not the whole, life and the Earth, but the particular interests of each country, that was taken into consideration.
The logic of ecology sees the collective interests, because it seeks equilibrium between humans and nature, between production, consumption and the Earth's capacity to replenish its resources and capabilities. By disrupting this equation, which the capitalist mode of production has been doing for centuries, undesired effects, called, �externalities�
In Cochabamba (Bolivia) exactly the opposite was seen: the triumph of the logic of ecology and of life. From April 19th to the 23rd, The World Summit of The Peoples on Climate Change and the Rights of Mother Earth was celebrated. There were 35,500 representatives of the peoples of the Earth, from 142 countries. The Earth occupied the central position, considered as Pachamama, Grand Mother, her dignity and rights, life in all its immense diversity (overcoming all anthropocentrism)
The 17 work tables, contrary to what happened in Copenhagen, reached an extraordinary consensus, because all had in their mind and heart the love for life and for Pacha Mama �with whom all of us have an� indivisible, interdependent, complimentary and spiritual relation�, as the final document states.
Instead of competitive capitalism, of progress and of boundless growth, hostile to an equilibrium with nature,� �the good living�, category central to Andean cosmology, was offered as a true alternative for humanity. It consists of living in harmony with oneself, with the others, with Pachamama, with the energies of nature, of the air, of the ground, of the waters, of the mountains, of the animals and of the plants and in harmony with the spirits and with the Divine, sustained by an economy based on what is sufficient and decent for everyone, including all the other beings.
A Declaration of The Rights of Mother Earth was drafted, that foresees, among other things: her right to life and to exist; her right to be respected; her right to continue her vital cycles and processes free from human alterations; her right to maintain her identity and integrity with her different and inter-related beings; her right to water as source of life; her right to clean air; her right to integral health; her right to be free from contamination and pollution, of toxic and radioactive refuse; her right to immediate and full reversal of the injuries inflicted by human activities.
Also foreseen was the creation of an International Tribunal of Climatic and Environmental Justice, with the juridical and binding capacity of preventing, judging and sanction the States, enterprises and persons for actions or omissions that contaminate or provoke climate changes, and that commit grave offenses against the ecosystems that guarantee �the good living�.
It was resolved to take the results of this Summit of The Peoples to the UN, so that its contents may be considered in the forthcoming World Conference that will take place in November/December of this year in Cancun, Mexico.��
The most profound meaning of this summit is the conviction, growing among the peoples, that we can no longer trust the destiny of life and of the Earth to the heads of State, who are prisoners of their capitalistic dogmas. Sadly, Brazil did not send a single representative, because the present government seems to be more concerned about the �acceleration of growth�� than guaranteeing the future of life. This Summit of The Peoples showed with certain clarity the path leading to a bio-civilization in equilibrium of all with all and with everything.

La Conferencia Mundial de los Pueblos

� Como es sabido, en diciembre de 2009 se celebr� en Copenhague la Conferencia Mundial de los Estados sobre el clima. En ella no se lleg� a ning�n consenso porque fue dominada por la l�gica del capital y no por la l�gica de la ecolog�a. Esto significa que los delegados y jefes de Estado presentes atendieron m�s a sus intereses econ�micos que a los intereses reales o globales de sus pueblos. La cuesti�n para ellos era: cu�nto dejo de ganar aceptando preceptos ecol�gicos que buscan purificar el planeta, garantizar as� las condiciones para la continuidad de la vida. No se ve�a el todo, la vida y la Tierra, sino los intereses particulares de cada pa�s.
La l�gica ecol�gica ve el inter�s colectivo, pues pretende el equilibrio entre ser humano y naturaleza, entre producci�n, consumo y capacidad de reposici�n de los recursos y servicios de la Tierra. Rompiendo esta ecuaci�n, cosa que el modo de producci�n capitalista viene haciendo desde have siglos, surgen efectos no deseados, llamados �externalidades�
En Cochabamba (Bolivia) se vio exactamente lo contrario: el triunfo de la l�gica de la ecolog�a y de la vida. Entre el 19 y 23 de abril se celebr� la Cumbre Mundial de los Pueblos sobre el Cambio Clim�tico y los Derechos de la Madre Tierra. All� hab�a 35.500 representantes de los pueblos de la Tierra, venidos de 142 pa�ses. La centralidad la ocupaba la Tierra, considerada como Pachamama, gran Madre, su dignidad y derechos, la vida en toda su inmensa diversidad (superaci�n de cualquier antropocentrismo)
Las 17 mesas de trabajo, al contrario de Copenhague, llegaron a un consenso extraordinario, pues todos ten�an en la mente y en el coraz�n el amor a la vida y a la Pacha Mama �con la cual todos tenemos una relaci�n indivisible, interdependiente, complementaria y espiritual� como dice el documento final.
En lugar del capitalismo competitivo, del progreso y del crecimiento ilimitado, hostil al equilibrio con la naturaleza, se coloc� �el vivir bien�, categor�a central de la cosmolog�a andina, como verdadera alternativa para la humanidad, que consiste en vivir en armon�a consigo mismo, con los otros, con la Pachamama, con las energ�as de la naturaleza, del aire, del suelo, de las aguas, de las monta�as, de los animales y de las plantas y en armon�a con los esp�ritus y con la Divinidad, sustentada por una econom�a de lo suficiente y decente para todos, incluidos los dem�s seres.
Se elabor� una Declaraci�n de los Derechos de la Madre Tierra que prev� entre otros: el derecho a la vida y a la existencia; el derecho a ser respetada; el derecho a continuar sus ciclos y procesos vitales libre de alteraciones humanas; el derecho a mantener su identidad e integridad con sus seres diferenciados e interrelacionados; el derecho al agua como fuente de vida; el derecho al aire limpio; el derecho a la salud integral; el derecho a estar libre de contaminaci�n y poluci�n, de desechos t�xicos y radioactivos; el derecho a una restauraci�n plena e inmediata de las violaciones infringidas por las actividades humanas.
Se previ� tambi�n la creaci�n de un Tribunal Internacional de Justicia Clim�tica y Ambiental, con capacidad jur�dica y vinculante de prevenir, juzgar y sancionar a los Estados, empresas y personas por acciones u omisiones que contaminen y provoquen cambios clim�ticos, y que cometan graves atentados a los ecosistemas que garantizan el �vivir bien�.
Se resolvi� llevar los resultados de esta Cumbre de los Pueblos a la ONU para que sus contenidos sean contemplados en la pr�xima Conferencia Mundial que va a tener lugar en noviembre/diciembre de este a�o en Canc�n (M�xico).
El significado m�s profundo de esta cumbre es la convicci�n, creciente entre los pueblos, de que no podemos confiar m�s el destino de la vida y de la Tierra a los jefes de Estado, rehenes de sus dogmas capitalistas. Brasil lamentablemente no envi� ning�n representante, pues para el actual gobierno parece ser m�s importante la �aceleraci�n del crecimiento� que garantizar el futuro de la vida. Esta Cumbre de los Pueblos se�al� certeramente la direcci�n para una bio-civilizaci�
