Top of the Agenda: Iraq Announces Partial Preliminary Results

Iraq's electoral commission announced preliminary elections results (WashPost) for five of the country's eighteen provinces amid allegations of fraud. These results indicate Iraqi Prime Minister Nouri al-Maliki won in southern Shiite-majority provinces Babil and Najaf, while the rival coalition led by former prime minister Ayad Allawi led in northern Sunni-majority provinces Diyala and Salaheddin. The results are inconclusive in part because they don't include Baghdad, which has the most parliamentary seats. Iraqiya leaders said they had evidence of election day fraud, and Maliki might be trying to influence Iraq's election commission.

Final results are not expected until the end of the month. Early results suggest (WSJ) voting broke along sectarian lines. Allawi is likely to play a significant role in any government representing both Sunnis and Shiites, since no other Sunni party scored a significant portion of votes.

In the New York Times, Thomas Friedman says the Iraqi elections overcame two important obstacles: They prevailed despite sectarian disputes that threatened to derail them, and they drew voters to the polls.

On ForeignPolicy.com, former U.S. ambassador to Iraq Ryan Crocker says Iraq's political culture will suffer from a persistent authoritarian streak even after the change in government is complete.

MIDDLE EAST: Gates Seeks UAE Support Against Iran

U.S. Defense Secretary Robert Gates met with the crown prince of the United Arab Emirates in Abu Dhabi to seek support (NYT) for tougher sanctions against Iran and containment of Iran's military.

PACIFIC RIM: China Warns Google Against Dissent

China's minister of Industry and Information Technology Li Yizhong warned (WSJ) that Google "will have to bear the consequences" if it stops censoring its Chinese search site.

Myanmar: A UN special envoy increased pressure (AFP) on Myanmar's ruling junta ahead of the country's elections by calling for an investigation of the regime's possible war crimes and crimes against humanity.

SOUTH AND CENTRAL ASIA: Two Suicide Attacks Hit Lahore

At least thirty-nine people died (Dawn) in two suicide attacks on Pakistani security forces in the eastern city of Lahore.

India: Russian Prime Minister Vladimir Putin, in India to sign a number of multibillion-dollar arms deals, called for increased trade ties (AFP) beyond the scope of defense.

AFRICA: Chinese Investment in Africa

In this online debate, the Economist looks at whether China's growing involvement in Africa is good for the continent.

Somalia: Mogadishu's mayor ordered residents to leave (BBC) parts of the Somali capital, amid continued fighting against insurgents. Separately, a top NATO official said the increasing number and scope of pirate attacks could trigger (Reuters) more joint military operations to keep shipping lanes safe.

U.S. policy in Somalia should focus on humanitarian aid and development, writes governance and democracy expert Bronwyn Bruton in this Council Special Report.

AMERICAS: U.S. Human Rights Report Criticizes China

U.S. Secretary of State Hillary Clinton announced the findings of an annual U.S. human rights report, revealing concerns (CSMonitor) about China's clampdown on pro-democracy and Internet-access advocates. Read the State Department's 2009 report on human rights practices here.

United States: Obama introduced his National Export Initiative yesterday, detailing how the United States can double exports over the next few years.

Chile: Chile's new president Sebastian Pinera was sworn into office (NYT) Thursday during major aftershocks on Chile's central coast.

EUROPE: Transatlantic Tensions Rise over Financial Regulation

France and Britain continued negotiating (FT) a deal over European Union reforms that would limit hedge fund and private equity activity, despite a warning from U.S. Treasury Secretary Timothy Geithner.

Turkey: Turkey recalled its envoy to Sweden (RFE/RL) after the Swedish parliament voted to recognize the World War I-era mass killings of Armenians as genocide.

The U.S. House Foreign Affairs Committee's narrow vote on March 4 to acknowledge the Armenian massacres as genocide could undermine U.S. relations with Turkey, writes CFR's Steven Cook.

TRANSNATIONAL: Women's Rising Global Influence

Women--whose income in the developing world is growing at 8.1 percent, compared to men's 5.8 percent--are the biggest "emerging market" (Bloomberg) and new power behind the global economy, according to Deloitte Touche Tohmatsu.
