A United Nations preparatory conference to work toward crafting an international arms trade treaty is under way in New York. Representatives are looking to begin creation of the world's first binding treaty on conventional arms to control the $55 billion-per-year arms trade and prevent arms from entering conflict zones. An increase in safer sex practices by African youths is helping to drive down infection rates in 16 out of 25 countries, UNAIDS says in a new report. Clinton is advocating plans to improve Haiti's education, sanitation and power supply infrastructure while creating a national health care system as part of the rebuilding process. Rising inequality remains a threat in a country where half of all children are malnourished, and Ethiopia's progress toward its Millennium Development Goals is susceptible to weather and global financial conditions. Increased awareness has done little to stem the pace of biodiversity destruction, with one-third of the world's habitats adversely affected by human activity, the United Nations Environment Program warns in a new report. Ugandan authorities have made their first arrests over a deadly Sunday bombing on World Cup final viewing parties that claimed 76 lives. Somalia's Al-Shabaab militia claimed responsibility for the attack, citing the presence of Ugandan peacekeepers in the country as reason. Uganda's inspector general of police indicated two of the arrested individuals are of Somali origin. The Washington Post (7/13)         - Report: Israel plans raid of Gaza-bound Libyan ship
Despite international criticism for its handling of a raid of a Gaza-bound aid flotilla in May, Israel is planning to forcefully intercept an aid ship sponsored by Libya and bound for the Gaza Strip. The Libyan ship, whose official destination is the Sinai port of El Arish, could come within range of the Gaza shore as early as tonight.          - Economic crisis, soaring murder rate threaten Ciudad Juarez
A broad Mexican "hearts and minds" campaign in Ciudad Juarez, including a transition between security enforced by military soldiers to federal police officers, has yet to either curb crime related to the war against drug traffickers or produce substantial social and economic gains. Despite the new security effort, crime and economic stagnation persist in the city, which suffers about seven murders per day and has lost one in four jobs. Stimulus measures have provided 5,000 job training grants and temporary positions as well as some 6,000 scholarships, though the gains have yet to appreciate.
