Libyan leader digs in heels as UN warns of war crimes

The UN high commissioner for human rights is calling for an investigation into potential crimes against humanity in Libya's response to more than a week of growing protests with warplanes, helicopters and live gunfire, reportedly killing several hundred civilians. The UN Security Council and Arab League were slated to hold meetings on the crisis as leader Col. Moammar Gadhafi appeared on national TV saying that he had not fled the country, but was in Tripoli, where protesters were clashing with security forces for the second night. Al-Jazeera (2/22), The Wall Street Journal (2/22), BBC (2/22)

We are sure that what is going on now in Libya is crimes against humanity and crimes of war."

Libya's deputy permanent representative to the UN, Ibrahim Dabbashi. Click here for the full story.

"If stopping a slaughter is our top priority, then a more robust response is probably required. That means not just preventing airplanes and attack helicopters from flying over Libya, but defeating the Libyan military infrastructure that is perpetrating the violence. The word for that is war."

An ongoing campaign in India to vaccinate children against polio is showing that health services not only can be brought to some of the poorest and most geographically remote places on Earth, but that the disease, much like smallpox, can one day be eradicated. In just five days last month, 2.5 million health workers visited 68 million homes and inoculated 172 million children with a new, more effective vaccine. • India is rocked by food scam
India's federal police are investigating the alleged theft and sale of massive amounts of fuel and food grains originally earmarked for the poorest of the poor in India's most populous state, Uttar Pradesh, through food-for-work and school meals programs. Thousands of public officials and shop owners allegedly siphoned off the goods and sold them in open markets at much higher rates as prat of what Indian media is calling "the mother of all scams." • Governments eye food market interventions
Commodities traders expect governments across Africa and Asia to play bigger roles in global food markets in efforts to stave off popular unrest like that currently being seen throughout the Middle East. Some might boost stockpiles and subsidies, while others might impose curbs on trade, to counteract higher costs for wheat, sugar and dairy products that last month took the UN World Food Price Index to a record high. • Watching revolution is a crime in Zimbabwe
Authorities in Zimbabwe have arrested 46 students, trade unionists and political activists who had assembled to watch prerecorded foreign news broadcasts of Mideast uprisings on suspicion of plotting the overthrow of longtime President Robert Mugabe. A human rights lawyer said the event, which was organized in part by a law school professor, was intended to generate academic debate after showing images of the Egyptian and Tunisian revolutions to those who did not have access to the Internet or cable television. • China calls for tighter controls to defuse social unrest
China is calling for even more stringent controls over the country's Internet and social media networks after police and Internet censors easily quelled an anonymous online call for popular revolt billed as a jasmine revolution. Domestic security chief and Politburo member Zhou Yongkang was quoted by state media as saying the country must "strive to defuse conflicts and disputes while they are still embryonic." • Yemen protesters keep up the pressure
The longtime president of Yemen is insisting that the "anarchy and killing" arising from 10 days of sustained demonstrations would not unseat him, but only result in chaos. The remarks by Ali Abdullah Saleh nevertheless have failed to appease protesters, particularly the country's youth, who say they will not negotiate with a leader who has used violence to suppress demonstrations.
