UN resolution over Syria sputters amid veto fears

The United States, despite imposing unilateral sanctions against Syrian leaders, has been hesitant to press the UN Security Council to penalize the country in an effort to stem the bloody crackdown on pro-democracy demonstrators, some 1,000 of whom are reported to have been killed. The U.S. reluctance -- which diplomats say is hampering a British and French draft resolution condemning Syria -- apparently stems from fears that such a move might provoke a Russian or Chinese veto, which could result in a worsening of the violence.
