The United Nations Office for the Coordination of Humanitarian Affairs says infrastructure problems such as blocked roads and lack of power are holding up the distribution of aid in the Philippines. The World Food Prize Foundation awarded the Norman Borlaug Award for Field Research and Application to Kenya's Dr. Charity Mutegi for her work in combating aflatoxin, a dangerous mold that can harm grain, milk and meat.
