Floodwaters have receded in many parts of northwest Pakistan leaving behind small pools and lakes that constitute a heightened risk for the spread of malaria. Thousands of families continue to sleep in tents, outside or in flood-damaged homes that provide little protection from the elements and mosquitoes that health officials worry are breeding in the waters left behind by the floods. Though China has invested millions in alternative energies and energy efficiency, China's booming automobile market and rapidly expanding infrastructure and development projects are preventing it from achieving energy efficiency. The appetite for automobiles in China will soon eclipse that of the U.S. market before the economic downturn, which makes for more pollution and fewer people using mass transit. China's high-speed rail development requires a great deal of steel and cement, both energy-intensive materials. Chinese officials seek to transform the country from an industrial to an information economy in part to address energy efficiency. An Egyptian blogger has exposed Egyptian newspaper Al-Ahram for doctoring a photograph to show President Hosni Mubarak at the head of a procession of leaders gathering for Middle East peace talks on the White House red carpet. Opposition parties, dissidents and other Web-savvy Egyptians have seized on the embarrassing incident as an example of how Egypt's rulers seek to stage-manage events. Al-Ahram, closely aligned with the current government, has made no comment on the altered photograph but removed it from the paper's website. North Korea has made it clear authorities want to resume talks, and are willing to drop a controversial nuclear arms program in exchange for guarantees from the U.S. not to attack, former U.S. President Jimmy Carter says. Carter traveled to North Korea in August to secure the release of an American citizen. Other American officials, including U.S. special envoy to North Korea Stephen Bosworth, say Pyongyang must first abide by the terms of a 2005 agreement to end the country's program and apologize for the March sinking of a South Korean warship before any talks can resume. Election observers say that the Taliban have been largely successful in efforts to intimidate voters and otherwise thwart the upcoming election in Afghanistan, even as confidence among the electorate in the election prospects has plummeted as a result of corruption. Poll watchers predict the lowest voter turnout since the Taliban's downfall, with potentially far fewer voters appearing at the polls than the 30% of registered Afghan voters who turned out for last year's presidential election.
