Bi-partisan NJ Dream Act gives immigrant children hope

The standing ovation was loud and strong at Union City High School yesterday after junior Diana Paneque thanked Gov. Chris Christie, Mayor Brian Stack and other dignitaries assembled for a ceremonial re-signing of the New Jersey Dream Act, during a ceremony attended by hundreds of her peers."

Now many students will be able to afford and attend college," said Diana, who came to the U.S. five years ago from Cuba. "I really want to thank you … for making this possible."

The measure, which Christie privately signed into law Dec. 20, offers in-state tuition rates at public colleges and universities for unauthorized immigrants who graduated high school in New Jersey after attending that school for at least three years.

It makes a huge difference for those who qualify: In-state undergraduates at Rutgers University, for example, pay $13,499 a year in tuition and fees while out-of-state students pay $27,523.Democrats wanted to authorize state financial aid for the students, but they agreed to drop that part as a compromise toward getting the law passed.Christie urged the children of immigrants who came to the U.S. illegally to "make the most of the opportunity" being given to them as he spoke to the assembly at Colin Powell Elementary School."You're an inspiration to us because in you we see all that our country can be," he said. "In you we see, most importantly, infinite possibilities of the human spirit."Other elected officials and community leaders who spoke or attended included Bryan Stack — who is mayor of the predominantly Hispanic city of Union City and a state senator — as well as Assembly Speaker Vincent Prieto (D-Hudson), state Sen. Teresa Ruiz (D-Essex) and Assemblywoman Annette Quijano (D-Union), along with Carlos Medina, chairman of the statewide Hispanic Chamber of Commerce, Martin Perez of the Latino Leadership Alliance, and Lidia Valencia, executive director of the Puerto Rican Congress.Christie said he believes it is the job of government to invest in its youth and "to give every one of these children an opportunity to maximize that investment for their own benefit, for the benefit of their families and for the benefit of our state and our country."
